Minutes for a meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm, Monday 19th April 2010.
Present: Cllrs Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman), Cllrs Mrs B Russell and Mrs V Keitch, Mssrs M Stevens, C Sumpter, B Procter, A Luscombe, County Councillor Mr Paul Diviani, PC Atyeo, PCSO Anning 30012 and two members of the public.

All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).

- 10/10514/FUL 24 Walcott Way – erection of two storey extension to side and porch to front COMMENTS: No objection
- 10/0240/FUL Parachute Club, Dunkeswell Aircentre – removal of marquee and construction/siting of three buildings for use as instruction, storage and toilet facilities, retention of portacabins and change of use of land in connection with parachute club. Cllr Procter declared an interest and left the room. COMMENTS: no objection
- 09/2474/OUT Nine affordable bungalows, behind 16 affordable houses. Amended plan received (for information).
- 10/0648/TRE Oakmead, Jenwood Road – 40% crown reduction, reshape and remove epicormic growth up to 4trs above ground level on one oak tree. DECISION:
- 09/1906/FUL Orchard Cottage, Dunkeswell Abbey – change of use of redundant barn to holiday cottage. COMMENTS: No objections to the planning application, provided that the archaeological survey is agreeable and that the access issues can be settled~
Enforcement
- copy letter unit 2 Flightway – non compliance with enforcement notice to cease using the land for a mobile home and storage containers and remove them from the land. Formal action to be commenced in 28 days if the site is not cleared.
Parish Plan – Next meeting Monday 14th June 2010 at 7.30pm. 267 of the initial 1000 short questionnaires were returned (just under 50%).
Conservation Area – consultation meeting to be held on Friday 23rd April 2010 2.30pm at the Air Centre.
HIGHWAYS AND TRAFFIC
- Cllr Diviani reported on Windgate Hill– various options are under discussion including using some locality budget, a bus stop at Coombe Hill House and other traffic calming initiatives.

COMMUNITY FACILITIES
- Community policing report – PCSO Anning – Six crimes since last meeting – pressure washer stolen
from and insecure open barn, criminal damage to three coaches, two assaults (linked) a burglary where an industrial unit was entered but nothing stolen, and one mysterious assault drink related.
There was a meeting between parish councillors, PC Pryce, DCC highways, PCSO Anning, PC Cairns (road Traffic reduction officer) and PC Martin Burrough regards speed calming and enforcement in the village. There is a new speed watch scheme in existence. Both the police and Highways agreed that funding can be applied for, for a permanent flashing sign or even two. Engineered solutions were also discussed and the assessment needs to be funded to draw up plans and design a system.
PC Atyeo explained to the meeting that the PACT process constantly reveals a concern over speed. This means that the officers regularly go out with the speed awareness trolley and the speed enforcement guns. The sites are covert and the traffic is monitored, data they collect and road traffic accidents as well as complaint levels all enable a case for enforcement to take place. A risk assessment of the site and place to pull cars over as well as a clear line of sight and officer safety is undertaken. Once this is complete the site can be signed off as a safe enforcement place. The idea is not to simply to give out fines and points as these can affect peoples lives greatly. Education is the main point, but then this is also a serious issue at stake. There is a new scheme for Community Speed Watch (CSW). The procedure to set up is to gain six volunteers – one must have computer access and be prepared to use it. They also require an admin support volunteer, who will put information onto XL spreadsheet. This information will be fed into the database and will generate warning letters and other information. There will be vetting requirements and risk assessments to be carried out. The area must be a 40mph or less (over 40mph areas are dealt with by Safety Camera Partnership). The road casualty reduction officer will then sign off the site as suitable. There will be four covert assessments of the site to ensure the problem exists and is not a perceived problem. If this is verified the police volunteer programme means a full vetting for the volunteers and training for the police computer systems. The speed watch can then commence after training on the equipment and a number of supervised sessions. All this information given, Dunkeswell does currently have a good speed monitoring system and officers are often in the village, so it is now up to residents if they would like to recommence the initiative.
- Playgrounds/Sports field/ Allotments – dog walking path has been cleared, the lining on the sportsfield has still not been renewed. The trees and hedges are looking good. The rubber matting around the exercise machines is not as wide as it could be and Wicksteed are being contacted regarding widening the mats. The BMX track is still being well used.
- Halls – nothing to report.
- Emergency Plan – nothing to report.
- Churchill Playground – Mr Philip Stevens of Bowerhayes Farm has offered more information to be put on record regarding the origins of the playground – The land was bought from Mr George Stevens of Tencery Farm, Dunkeswell (Mr Philip Stevens Uncle). It was not for sale, but Mr George Stevens was approached by someone from the committee to see if the could purchase the said land. It was not at that time a field, but actually part of Tencery Farm buildings, some of the area was the rick yard.
- Letter received from Mr Jeffrey Marshall – due to age related problems he is asking to be replaced as the Honiton Library Advice and Information Centre parish representative. Mr Marshall has since the early 1990s attended the annual meeting of the HLAIC and collects and places the useful ‘whats on’ notices monthly from the library (three placed on parish notice boards and one at the Abbey by Cllr Procter). Would anyone else be prepared to take over this role? Mr Sumpter agreed to take over the role, clerk to write to Mr Marshall thanking him for his years of service.

- Ward meeting - Dunkeswell 12th April 2010 7.30pm report – it was agreed that the youth club will screen their film ‘what youth want’.
- Accounts for acceptance and approval of annual governance statement – agreed. It was also agreed that the clerk would produce a separate sheet showing the grant funding claims.
- VAT return has been submitted in the sum of £4537.14.
QUESTIONS FROM THE PUBLIC (The meeting to be closed before questions from the public).A gentleman asked about when the parish councils formal response on the Conservation Area will be submitted to the District Council and also what the parish council want EDDC to achieve out of the Kart track Noise Abatement hearing? Mr Sworder confirmed that the Kart track hearing is scheduled for July 12th in Exeter and it hoped there will be a resolution to the noise abatement order (this is nothing to do with the planning issues). The parish council hope that a control will be achieved over what can happen at the kart site and to make sure that noise on the site does not get out of control in the future.
