Minutes for the Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm on Tuesday 14th December 2004.
Present:
Mr G Sworder (Chairman), Mr A Guest (Vice Chairman), Mrs B Russell, Messrs
J Barrow, C Sumpter,
M Stevens, B Procter, A Luscombe, District, PCSO Anning and five members of
the public.

1 Minutes of the previous meeting held in the Village Hall
on Monday 15th November, 2004 were signed as a correct record of that meeting.
Proposed by Mr Sumpter, seconded by Mr Barrow and unanimously agreed.
2 PLANNING
2.1 EDDC Decisions -
04/2665/FUL Unit 11 Flightway – Permission granted for amendment to
form additional unit.
04/2644/FUL 30 Simcoe Way – Permission granted for replacement conservatory
Applications -
2.2.1. 04/P0484 Dunkeswell Kart Racing Club - formation of extended track.
No decision has yet been reached – EDDCs comments on the results of
all reports are awaited.
2.2.2 04/2807/TPO Mr Sinclair, 6 Louis Way – reduce one ash tree. Proposed for approval, with comment that this tree as suggested by Mr Barrow in a previous application should be taken down, the ash is too prolific for use in such close proximity to housing and has simply regrown. Proposed for approval by Mr Luscombe, seconded by Mr Sumpter and unanimously agreed.
2.2.3 04/2937/FUL
Ms C Churchill, Highfield – new MOT workshop
Two letters of objection received one letter of support. There was much discussion
leading to a majority of one in favour of this application. It was proposed
by Mr Procter, seconded by Mr Luscombe and so agreed that the Parish Council
should support this application as it is a small, long established business
and valued local facility that should not be lost. It will be stipulated that
there should be consideration given to neighbouring properties, noise levels
and fumes should be minimised through extraction and insulation and the building
should be kept as far from the boundary as possible (3 metres being preferable).
2.2.4 04/2920/TRE Mr Cooper, 16 Potters Stile – remove three low branches of ash tree. Proposed for approval by Mr Barrow, seconded by Mr Procter and unanimously agreed.
2.2.5 04/2917/TRE Mrs Hunt, 11 Powells Way – fell two ash and reshape three ash trees. Mr Barrow proposed this application for approval, stating that the application should infact be to fell three of the trees and reshape two. This was seconded by Mr Sumpter and unanimously agreed.
2.2.6 04/2943/FUL WIMS (UK) Ltd., Unit 18a Flightway - construction of live/work unit. Mr Sumpter proposed refusal of this application, as the Parish Council are against live work development. This was seconded by Mr Barrow and unanimously agreed. It will also be pointed out that these units are too close to the Abbey Lane hedge and the trees on that boundary to comply with the recently published regulations. If the District Council are minded to grant this application it is requested that forethought be given to planning of planting, open spaces, play areas and other necessary infrastructure to support living accommodation in this area.
2.2.7 04/3015/FUL WIMS (UK) Ltd., Unit 13 Flightway – construction of two stores/garages for use in connection with approved live/work units. Mr Sumpter proposed refusal of this application, as the garages were too far detached from the building and there was adequate parking available. This was seconded by Mr Luscombe and unanimously agreed.
2.2.8 04/3042/MFUL WIMS (UK) Ltd., Highfield – construction of 28 dwellings, alterations to playgroup and community facilities and associated works. This revised scheme now has no three storey development, more parking, no bungalows to the rear of the shops. As an existing permission exists, this scheme is preferable and will mean that the Community Hall remains central to the area and will be refurbished extensively and handed over to the Parish together with funding for its running and maintenance. In addition the bowling, dog walking and tennis areas have been offered to the parish, these are however to be treated separately in order to allow the organisations who use them to decide on funding routes. The application was proposed for approval by Mr Sumpter, seconded by Mr Guest and unanimously agreed. A meeting is to be requested with EDDC to decide the terms of the agreement regarding the hall.
2.2.9 04/3082/FUL N A Perry, Airfield Industrial Estate – lean to with apex roof for building and manufacturing. Proposed for approval by Mr Guest, seconded by Mr Sumpter and unanimously agreed.
2.2.10 04/2777/FUL Farm building at Turbury – amended plan for comments. Proposed for approval by Mr Procter, seconded by Mr Guest and agreed (there were two votes against on grounds that need does not exist).
2.2.11 04/3103/ADV Mr T Perkins, Royal Oak Inn – pole sign and boarding. There were no objections to the lit sign, provided that it does not interfere with the course of the new footpath, however, the plastic hoarding is not acceptable and out of keeping with the local environment. Proposed for refusal by Mrs Russell, seconded by Mr Sumpter and unanimously agreed.
2.2.12 04/3198/FUL WIMS (UK) Ltd., Unit 1a Flightway – garage. Approval of this application was proposed by Mr Guest, seconded by Mr Procter and unanimously agreed.
2.3 APPEALS
– Appeal by Ken Purkess Caravans against refusal for permission to break
and store caravans, Airfield Industrial Estate – dismissed, enforcement
action has commenced and the applicant now has three months to comply.
Appeal lodged by Mr M Bell APP/U1105/A/04/1169271against the refusal of an
extension including living accommodation at The Tower, Marcus Road –
written representations to the Planning Inspectorate by 17th January 2005.

3 HIGHWAYS AND TRAFFIC
Highways – 20/30&40mph speed limit changes were advertised week
commencing 8th December 2004.
4 FOOTPATHS AND BRIDLEWAYS
DCC – Towards a rights of way improvement plan (consultation) (ROWIP)
- The Countryside and Rights of Way Act (CROW) has placed DCC under a duty
to produce a rights of way improvement plan. This covers footpaths, bridleways,
cycle tracks, restricted byways and byways open to all traffic. Response requested.
Mr Sworder reported that he had discussed the possibility of linking the footpaths
via Rough Grey Bottom through the Blossom Hill caravan site with the owner,
but due to security he refused this route. Other possibilities will be pursued.
5 ENVIRONMENT
6 COMMUNITY FACILITIES
6.1 Community policing report – PCSO Anning reported that there have
been seven crimes in the parish since last month – several burglaries
to joinery businesses and vehicles on the Industrial Estate, two domestic
incidents and the theft of a packet of biscuits. PCSO Anning also warned of
a smartly dressed woman claiming to have broken down, then using householders
telephones to dial a premium rate number at £50 per minute.
6.2 Internet access – Computer is now installed and will be available
shortly.
6.3 Playground safety inspections – quotes are still being obtained
for the Churchill playground.
7 FINANCE

Cheques proposed for agreement by Mr Sumpter, seconded by Mr Barrow and unanimously
agreed.
7.2 Clerk
requests that authorisation be given for a direct debit of £24.99 per
month to be collected by Virgin Broadband service for the public access computer.
This slightly more expensive package is not on any contract and can be ceased
at any time, it also offers unlimited downloads, thereby limiting any potential
overbilling to the parish for excessive use. Agreed. Clerk to check the legality
of direct debit with the Audit Commission.
