DUNKESWELL PARISH COUNCIL

Minutes for a meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm, Monday 13th December 2010.

 

Present:             Cllrs Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman), Cllrs Mrs B Russell and Mrs V Keitch, Mssrs M Stevens, C Sumpter, B Procter, A Luscombe, District Councillor Mr Bob Buxton, PC Vickery 4783 and no members of the public.

Apologies:            County Councillor Mr Paul Diviani, PCSO Anning 30012

 

All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.

In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).

 

Minutes of the previous meeting held in the Village Hall on Monday 15th November 2010 were signed as a correct record of that meeting. AGREED

10/2174/FUL Land North Of Powells Way - erection of nine affordable bungalows (approval of details of appearance, scale and landscaping). One letter of complaint received from neighbouring property (circulated for information and forwarded to EDDC) COMMENTS: No objections as need is proven. This must be tied to applicants who have strong local connections to the ward.

10/2327/FUL land North of Powells Way – construction of two bedroom affordable dwelling. One letter of complaint received from neighbouring property (circulated for information and forwarded to EDDC) COMMENTS; this application is felt to be over development and restricts the access to the rear of the existing houses.

10/2404/COU The Viceroy Restaurant Unit 4 Culme Way - Change of use of upper floor to residential staff use COMMENTS: No objections, the parish council support the staff being able to live on site, but would like the use tied to the employees/owner of the restaurant.

10/2333/FUL land Adjacent Hangar 2, Dunkeswell Industrial Estate – use of land for the production of cob blocks. COMMENTS: no objection, but this site should be fenced for safety purposes, to match the existing chain link along the perimeter track.

 

Cllr Luscombe declared an interest in the following two applications and left the room while they were discussed and voted on.

10/2337/FUL Highwood Farm – Livestock building COMMENTS; no objections, the parish council want to make clear that the working farm predates the nearby housing estate by 100 years at least and so we strongly support the continuation of this as a working farm.

10/2315/FUL Wolford Farm – alterations to outbuilding to form ancillary living accommodation. COMMENTS; No objections

 

Tree Applications (for decision)

10/2214/TRE 1 Foxglove Close - G1 - Beech trees.  Lift crown over highway to give 5m clearance.  Reduce or remove selected branches over highway to balance and shape crown.  Crown clean to remove crossing, rubbing and dead branches. DECISION: Approval

10/2254/TRE 52 Louis Way – Fell four ash trees DECISION: Approval with replanting condition.

10/2290/TRE 1 Bluebell Road - Remove 15 larger stems from a group of Beech (R1) DECISION: Approval.

Parish Plan – meeting postponed to January.

Blackdown Hills Community Plan November meeting was well attended.

 

  1. HIGHWAYS AND TRAFFIC

To receive issues to report – Ditches at Stentwood and Wolford still need attention, lengthsman has still not tackled any of the issues requested.

 

 

 

 

 

Winter salting/gritting – it was agreed that the parish council will trial salting Highfield Road and Culme Way in order to maintain safe access for shop deliveries, doctors surgery, preschool and school bus route this winter.  Clerk to order a tonne of salt, six green 6cft salt bins (up to the value of £130 each), and JB to price spinners and make a purchase up to a maximum of £1000. It was agreed to have a winter task meeting separately and decide the issues for the Emergency Plan and a gritting route, and policy.  The Winter Issues committee will be made up of the whole parish council (any three to make a decision), but meanwhile the committee are charged to do whatever is necessary should the weather deteriorate.

 

It was also agreed to place articles in the parish magazine to alert people to the fact salt is in the bins for their use on parish highways (not on their private property), how to use it and when.  Also where they can buy their own salt for private property.

 

Emergency plan – work has been started by clerk, parish councillors are invited to submit detail and make changes by email, when a draft has been prepared a meeting will be held to go through the plan ready for adoption.  The plan will be re-visited every six months and updated.

 

FOOTPATHS AND BRIDLEWAYS

              ENVIRONMENT

 

               COMMUNITY FACILITIES  

Community policing report – PC Vickery - Culme Way at telephone kiosk two male offenders were seen to attempt to steal the cash box offenders later located in motor vehicle and arrested going equipped to steal. A male offender stopped in vehicle searched by police and was found in possession of spanner, power saw, two screwdrivers and a metal pole used in the commission of the above crime.

 

One burglary ‘other’ - forced entry gained to secure barn believed using bolt croppers once inside no property.  One ‘common assault domestic related - female suffering with dementia hit out at her husband because he locked her in for her own safety.  One  ‘theft’ male entered shop and as he left he selected some chocolate and left without making payment offender issued a fixed penalty noticed.

 

Finally one criminal damage airfield two windows smashed on commercial building and window smashed on a motor vehicle offender dealt with by restorative justice – paid for damage and wrote an apology letter

Playgrounds/Sports field/ Allotments/halls – the parish council have been granted just over £5000 from 

‘Making It Local’ (to be match funded 30%) for the barbeque, benches, strimmer, football goals, cricket net and shelter in the new sports field.  It was agreed to make an approach to Uffculme Environmental to seek match funding.  The shelter will need planning permission and it was suggested this might be paired with the allotment sheds on one application.
