Minutes for the meeting of Dunkeswell Parish Council held in Village Hall on Monday 16th February, 2004.
Present:
Mr G Sworder (Chairman), Mr A Guest (Vice Chairman), Mrs B Russell, Messrs
J Barrow, M Stevens, B Procter, A Luscombe, District Councillor Mrs M Boote,
PC Lea and 4 members of the public.
Apologies: C Sumpter, County Councillor Mr B Nicholson,
Minutes of the previous meeting held in the Village Hall on Monday 19th January, 2004 were signed as a correct record of that meeting (proposed by Mr Procter and seconded by Mrs Russell).
Matters Arising Mr Rosewell has emailed Mr Broad and complained of the use of his sons name in police report of the November Minutes, PC Lea added that he has spoken with Mr Rosewell and that the information was correct at the time it was minuted.
PLANNING
Decisions -
03/P2895 Linden Park - permission granted for side and rear extensions.
03/P2938 Manley’s Lane - permission refused for fence.
03/P2593 Stentwood Farm - retrospective permission granted for increase in
height of building to second floor.
03/P3075 Stentwood Farm - permission granted for deck/storage room/north wing.
Applications

letter of objection received after return).
04/T0003 Mr and Mrs Ingledew, 46 Louis Way - reduce one ash tree.
04/0169 Mr Gorman, The Cedars - change of use of land to residential curtilage
and erection of detached garage.
The above three applications were recommended for approval due to time constraints
imposed by EDDC. Proposed for approval by Mr Barrow, seconded by Mr Guest
and unanimously agreed.

British Light Aircraft Co. Ltd. - change of use - hangar from storage to assembly
of aircraft/ extensions/alterations.
Copy letter EDDC to BLA Ltd. asking for more detail of traffic flow, working
hours and where labour will be attracted from. Agreed to delay response until
this information has been received.
04/P0356 Mr and Mrs Yaxley, 4 Jenwood Road - conservatory. No objections, proposed for approval by Mr Procter, seconded by Mr Guest and unanimously agreed.
Copy letter of complaint to EDDC regarding activities at Woodstock Timber site. Letter from Mr John asking current standing of the development at Brookside Farm. Clerk to contact enforcement for an update on both matters and reply to Mr John.
Meeting with Kate Little and Andy Carmichael EDDC - A meeting was held on Thursday 12th February 2004 from 2-4pm in the Village Hall. Full minutes of this meeting will be distributed shortly. Traffic/road suitability and the possible limitation of development on these grounds was discussed at length. This meeting confirmed that there is no way of extracting funds for road improvements from developers building on land which already has a permitted use (as the current industrial estate does). Money can only be requested where there is an existing scheme scheduled by Highways and the site has no current permission.
It is not possible to limit reasonable development on the Flightway park and Britton House Properties (by square footage or otherwise).
It will be requested that the British Light Aircraft Co. application funds a footpath link to the old part of the Village, this would require further investigation and land owners consents.
It is not EDDC policy to encourage work/live at Dunkeswell, however one unit has been granted permission as an experiment, and a second has gone to appeal.
Blossom Hill; Mrs Little was adamant that the 500 houses for the hinterland of East Devon would not be sited outside the Area Centres (such as Honiton and Axminster).
Clerk to write to WIMS to suggest working together in putting Blossom Hill forward for affordable housing.
Enforcement

A map has returned to Enforcement (by their request) marking which Industrial
Units we believe are being occupied in a full time residential manner.
Land at Manleys
Lane - fence to be removed (copy letter EDDC).
Windwhistle; Appeal received 6th January. If this now goes to appeal and is
turned down enforcement action will be resumed. The order would in this case
be on the land and be permanently applicable. Also, letter from Kate Little
explaining fully the current standing of the Windwhistle Farm appeal.
Village
Plan - Letter from Claire Rodway EDDC - Miss Rodways points or consideration
are:
1 The plan should be a Parish Plan not a Village Plan
2 Divide the plan into two sections - the first text, plans and photos introducing
the Parish and explaining the role of the plan, how it was undertaken and
summarising the results. The second containing the ’Action Plan’
(maybe as a table divided into columns for ease of reading), ‘Issues’,
’Vision’ and ’Actions’ required to deliver this vision,
’Lead body and Partners’ responsible for delivering the target
and finally a ’Target Date’.
3 There are some concerns over the District Council having resources to carry
out some of our targets as set.
4 Affordable housing survey (PC). Lizzie Utley -
5 Further market housing (Local Plan must decide) Additional infrastructure
therefore would be matters for the County Council to consider and not as part
of any housing deal.
6 Parish Plans cannot be accepted as SPG, but may be endorsed.
The plan will be revised to meet her needs.

HIGHWAYS AND TRAFFIC
Reply from Gary Powell to our letter 6th November 2003. Our request for a
speed limit from Limers Cross to Dunkeswell has not been supported by the
police nor by our County Councillor and is therefore not being scheduled.
Email received from Gary Powell (in response to clerks); The draft CTP will soon be complete for discussion and then the schemes that are agreed prioritised. The interactive Speedvisor signs are to be discussed further as even if purchased by the Parish Council could only be placed by Highways and at our cost, it is suggested that we await the results of a new type of sign being tried on the A376 before making any decision on a purchase.
Copy letters - Mr Hall and Broadhembury School to DCC Highways and response regarding traffic in Dunkeswell. Mr Powell replies that the CTP will identify four priority schemes and these will then bid for funding. Additional signage for school children will be assessed and if necessary ordered. Permanent speed signs can only be where there is a mobile unit in use not a hand held device. A bypass cannot be demanded against development on land which already has industrial use granted. Clerk to request organisational chart of Highways department.

ENVIRONMENT
Sewage - the consent to discharge seen in the Midweek Herald is the final
part of the completion of the works at the sewage plant, which involves the
installation of storm tanks (a new addition), the purpose of which is to take
storm overflow from the treatment plant and then return it to the plant for
treatment after the event. The idea is containment, thereby protecting the
receiving waters. The overflow from these will be moved to the River Madford.
At present there are no storm tanks and the overflow discharges directly into
the Dunkeswell Stream. The Environment Agency, DCC and EDDC support the scheme
as they believe it will be an improvement. Mr Procter has also heard that
there is a possible copper contamination of the Madford currently under investigation.
Dog Bins - Paul McLennon (Streetscene) -if purchased by PC (approx. £200 each) they can then be emptied three times per week by Service Team at a cost of £150 per bin per year. Clerk awaiting confirmation that this service will be available to Dunkeswell and for less than three bins. It is legal to put dog waste in litter bins, however the dog bin emptying service is carried out by a separate vehicle. Cllr. Boote is to request three more litter bins for Dunkeswell.
COMMUNITY
FACILITIES
Mrs Russell updated the meeting on the grants currently being sought for the
Churchill Playground, a list of work necessary has been supplied and will
be costed. Mrs Russell is to investigate and then book the inspection of the
two playgrounds with alternative companies as RoSPA has proved unsatisfactory
in the past.
PC Lea reported that there have been 6 crimes logged this month, a theft of a ring, burglaries of £160, £3,500, a keyboard and amplifier and two attempted burglaries on the airfield. PC Lea told the meeting that D&C Police policy is currently that permanent speed detection signs are only mounted where revenue is being generated by a static or mobile camera, not by hand held devices (policy has been changed before so we await further investigation of this rule). The Parish Council have offered to pay for the signage. The buffer zone of 40mph from Limers Cross was not recommended for approval as there are not enough resources for the enforcement at present. It is hoped to concentrate on the 30mph within the village first and then maybe speak again. Mr Guest enquired the cost of a permanent camera, this was thought to be in the region of £38,000 so prohibitive for Parish Council funding. Mr Sworder asked about villages using their own hand held devices (£2,500), this then requires the user to report to the police.
FINANCE
Training - As part of the Parish Councils bid to achieve Quality Parish Council
status, councillors are asked to undertake training. There are several courses,
both day and evening in the coming months, bookings should be made through
the clerk.
EDDC - Rural Aid 2004/5 11th February 2004 - enquired on decision 12th February
had not received instruction as yet.
Cllr Boote confirmed that there is a lot of opposition to the proposal, but
money needs to found for the current year.
Approval of donations - The Youth Club are requesting £864, it was agreed that this given by way of free use of the hall, or if needed to gain match funding then paid by cheque. Donations list proposed for approval by Mr Luscombe, seconded by Mr Procter and unanimously agreed.
Letter from Mr Marshall confirming that the half year internal audit has been carried out and all was found to be in order.
