Minutes for the Meeting of Dunkeswell Parish Council to be held in the Village Hall at 7.30pm on Monday 17th January 2005.

Present: Mr G Sworder (Chairman), Mr A Guest (Vice Chairman), Mrs B Russell, Messrs J Barrow,
B Procter, A Luscombe, County Councillor Mr B Nicholson, PC Lea and seven members of the public.
Apologies: District Councillor Mrs M Boote, Messrs C Sumpter and M Stevens.

1 Minutes of the previous meeting held in the Village Hall on Tuesday 14th December, 2004 were signed as a correct record of that meeting. Proposed by Mrs Russell, seconded by Mr Procter and unanimously agreed.

2 PLANNING
2.1 EDDC Decisions - (for information)
04/2818/FUL 30 Simcoe Way – permission granted for retention of garden shed
04/2752/FUL 28 Jenwood Road – permission granted for two storey extension

Applications -
2.2.1. 04/P0484 Dunkeswell Kart Racing Club - formation of extended track. No decision has yet been reached – EDDCs comments on the results of all reports are awaited.
2.2.2. 05/0057/FUL WIMS (UK)Ltd., 18b Flightway – construction of live/work unit incorporating living accommodation. This application was recommended for refusal on the grounds of unsuitably integrating family accommodation in an industrial area. Proposed by Mrs Russell, seconded by Mr Luscombe and unanimously agreed.
2.3 EDDC Enforcement – Lammasland – letter sent to owner/occupier asking for details to ensure that they comply with the agricultural tie on the dwelling granted under 88/P1863.
2.4 EDDC Local Plan – pre-enquiry changes have been received (consultation on these begins 5th January 2005 for six weeks). Final representations by 16th February 2005. Clerk to repeat the Parish Councils request that our representations are considered as a pre-enquiry amendment.
2.5 EDDC Enforcement - Windwhistle Farm – copy letter EDDC reminding Mr & Mrs Giles that by 1st March 2005, they must remove the mobile home and find alternative accommodation or face legal proceedings.
2.6 Appeals – Manleys Court - close boarded fence APP/U1105/A/04/1163369 the appeal was dismissed and the enforcement notice upheld with variations. The fence must be removed or lowered to a height of one metre, this should be done within six months.

3 HIGHWAYS AND TRAFFIC
Clerk to request installation date for new speed limit signs from Gary Powell. Cllr. Nicholson is to request an order be placed on the relevant service providers to repair sunken service hatches on the road beside the Old Police House and outside Quinain’s timber.

4 FOOTPATHS AND BRIDLEWAYS
Report from Mr Barrow. P3 Forms will be returned by 14th February 2005. Renovation work continues with further gates and posts being installed, as well as netting to provide a non slip surface on footpath bridges.

5 ENVIRONMENT
Leaf sweeping has been requested by clerk for Highfield (letter also sent from parishioner to Streetscene). This has now been done.

6 COMMUNITY FACILITIES
6.1 Community policing report – PC Lea reported that there have been 4 crimes reported in the last month including the theft of newspapers being returned by the Spar shop, damage to a ground floor window on the industrial estate, night time theft and damage at the preschool and a noisy party. There is to be an overnight navigational rally on the 23rd January which will touch the edge of the parish, this is an event authorised by the Motor Sports Association and the RAC, the police are informed of the route but are not required to give permission. It was discussed whether an order could be issued to stop parking on the inside of the bend in Tower Way to ensure a free route for emergency access at all times. The clerk is to contact Highways to request an application be submitted.
6.2 Internet access – Computer is now installed and operational. Cornhill Insurance have refused to cover the equipment under our current policy and have suggested cover under the Fish Plaices’ insurance (they are enquiring whether it will be covered). There is theft cover for four years under the PC World Business Performance Plan which was purchased with the computer (but no damage insurance).
6.3 Playground safety inspections – there was no report in Mr Sumpters absence.
6.4 Blackdown Hills Rural Partnership – Parish Council Meeting Thursday 20th January 2005 7.30pm, Yarcombe Village Hall. Informal meeting to discuss the expansion of the Partnership Forum. HAS BEEN CANCELLED.
6.5 Quality Parish Status – meeting of the accreditation panel is 26th January 2005 clerk is preparing a folder of evidence to submit to Lesley Smith for approval beforehand (cheque to be enclosed £29.38 as below).
6.6 MUGA – A Public Meeting was held on Wednesday 12th January 2005 at the Community Hall on the same night as the Youth Club. This proved a popular event with the whole community able to give input to what they may or may not want for the proposed area. Mr Throgmortons solicitors are to write with details, the area can be moved slightly within the field, access will be granted and the proposal is for the Parish Council to own the ground with a separate management committee in place. This would allow the ground to be covered under the Parish Councils insurance, but raise funds externally. It was stressed, for clarity, that this ground is a new and additional facility, not a replacement of any current facilities such as the tennis or bowling areas.
6.7 Community Hall – Mrs Russell reported that the hall needed £100 towards running costs as the decision was made to allow the Youth Club free use of the building for the year (a financial equivalent of £408). The annual electrical checks and boiler service were to be carried out shortly as well as oil ordered for the heating. This was proposed by Mr Barrow, seconded by Mr Luscombe and unanimously agreed.

7 FINANCE
7.1 Precept and donations for agreement (to be submitted by 2nd February 2005). It was agreed that the precept for 2005/6 should remain at last year’s level of £10,250. It was also agreed that the annual donations should be the same as in the last year. Proposed by Mr Guest, seconded by Mrs Russell and unanimously agreed.

7.4 Direct debits – BT was paid by Direct Debit last month £30.36 not by cheque as stated in the minutes, authorisation is sought for BT and Virgin payments to be made by direct debit from the main account until further notice – these payments both being for the public access computer. The Audit commission have been consulted and have said this arrangement is acceptable and a reflection of modern payment methods. Each month the payments will be minuted as direct debits for authorisation separately to the cheque transactions.

7.5 Code of Conduct – Mark Williams EDDC is to come an do a one hour presentation on at 7pm on March 21st 2005 (before the meeting) All parish councillors are requested to attend.

The meeting was closed at 8.30pm for questions from the public.
QUESTIONS FROM THE PUBLIC
Mrs Gorman asked if the bench could be removed from outside the preschool to the new MUGA or elsewhere as users were dropping litter which the preschool volunteers currently have to clear up. This was agreed. In addition the preschool would like the bin and footpath map moved or renovated – clerk is to contact Streetscene about the bin, Mr Barrow is to look at the repair of the map, but it was not felt this should be moved. It was suggested by Mr Sworder that the preschool, bowling and tennis clubs may like to look at a joint venture in placing directional signs to their facilities at the entrance to the estate.
A gentleman voiced his disapproval at the grant of permission for the new work live units on Flightway. Mr Sworder agreed that the buildings were an eyesore particularly from Abbey Road, but given that the land had industrial permission dating from 1956 and that these units had now their own permissions there was nothing that could now be done.
