DUNKESWELL PARISH COUNCIL

Minutes for a Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm, Monday 21st July 2008.

Present:            Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman), Cllrs Mrs B Russell and Mrs V Keitch,
Mssrs Mr C Sumpter , , B Procter, A Luscombe, County Councillor Mr Roger Boote,
 and one member of the public.

All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).
           
1            Minutes of the previous meeting held in the Village Hall on Monday 16th June 2008 were signed as a correct record of that meeting. AGREED.

2            PLANNING

• Decisions (for information)

08/1207/FUL Lower Burnsome House, Dunkeswell Abbey – Permission granted for alterations
08/1262/FUL Higher Musgrove, Dunkeswell Abbey – Permission refused for extension (inappropriate design/scale)
08/1178/FUL Zwei Eschen – permission granted to replace log cabin with double garage.

• Applications (for recommendation)

08/0015/FUL Land north of Powells Way – six affordable dwellings and 08/0016/MFUL Land north of Powell’s Way – ten affordable dwelling Recommendation: APPROVAL of both applications, we would like a use designated now for the area of land behind the development, or we would worry this will end up being uncared for and an eyesore.
08/1729/OUT Quinain Hard woods, Marcus Road – nine terraced starter units. Recommendation: APPROVAL we would once again like to remind the District Council that SWW still haven’t as yet solved the overload at the sewage works.
08/1890/VAR LNP Hangar Dunkeswell Aerodrome – to amend date by which hangar must be removed from 30.4.12 to 10.01.18. Recommendation: REFUSAL on the basis that this permission is for 4 years from 2008 and it does not seem necessary to try and extend it until much nearer its completion in 2012.

• Tree Applications (for decision)
• 08/1784/TRE 5 Bluebell Road – reduce crown by 10% and crown clean one oak.  Recommendation: APPROVAL conditionally on this work being finished by Christmas to fit with the rooks nesting schedule, and the topping being no more than 10% so as not to disturb the nest in the long term.
• Copy letter EDDC to resident Catalina Close regarding trees bordering the parish field. It was agreed that the residents should continue to try and get the current owner, WIMS Ltd, to carry out this work, or else to contact their insurance companies to put pressure on WIMS.
• BT removal of Telephone Boxes - Letter from Maitland Walker solicitors acting on behalf of their client Mr Colin Coleman representing the Independent Service Company Ltd. (ISC), who are a provider of telecom services.  The ISC do not want any telephone boxes in parishes removed until they have been given the opportunity to be a provider of services and asks that each parish contact him direct with details of any phone box which is under threat of removal and to confirm if the parish will be resisting its removal. Both red boxes in Dunkeswell are listed no action necessary.

• HIGHWAYS AND TRAFFIC
•       Cyclic maintenance on Highfield – clerk has requested a cut as it seems long overdue, it was confirmed that they  

            have had a machine off the road and they have got two weeks behind. The point was made to highways that the
            grass being left on the kerb and then blowing down the drains to block them was a counterproductive way of  
            working.
4.2              Potholes to report – Turbury Cross on Long Lane, Green Lane, Stentwood Corner, on the bend of Highfield Road (outside the houses) Manor Drive entrance and a road closure and enforced hedge cutting on Windgate Hill be booked now for November.

• FOOTPATHS AND BRIDLEWAYS - Nothing to report.

• ENVIRONMENT

5.1        EDDC dog control orders – consultation received on the proposal to place orders which would ban dogs from New Century Park, The Sportsfield and BMX track/Allotments and Churchill Playground.  The bans are being implemented on all public play space in East Devon and any representations for or against this should be made to EDDC. AGREED and clerk to request which notices can be displayed and what action can be taken.

• Mr Sumpter proposed that cutting of Wellsteps be covered by Cut and Trim.  Agreed if a better price could be negotiated.  Mr Sumpter to speak to Cut and Trim.

COMMUNITY FACILITIES   

• Community policing report – PC Vickery/PCSO Anning – 8 crimes from 16/06/08/ - 20/07/08 as follows:
  Burglary - money stolen from within a house but no sign of forced entry. Theft of red diesel from a storage tank in a field. Female driver involved in an accident, crashed her car into the ditch, arrested for drink drive. Criminal damage to household items in a residential care home. Burglary - office area of care home entered, car keys stolen and then vehicle taken. Cruelty to animals - two cows shot with an airgun. Drunk male found wandering in the road was arrested - not local male. Burglary - portacabin in secure compound on industrial estate entered and items stolen.

6.2            Playgrounds/Sports field/ Allotments – Mr Barrow has requested the Parish Council decide how often or how long they wish the grass cut on the new sportsfield as he is concerned that the costs do not escalate. It was agreed that until the play area is tarmaced, the topping should continue, then it may be possible to leave some natural areas.
The tarmac base for the MUGA is now out to tender and should be laid in September, the transfer of the field to the parish council has not yet taken place, but solicitors are still negotiating.  A quote for £1400 has been received for fencing between the allotments and the sportsfield. Suggested that the DCP&LG raise £500 from their Uffculme Environmental funds, £500 be raised by the Allotment Association and the Parish Council donate £500. Mr Sworder to discuss with all parties.
6.3        Halls – the new community hall has still not been granted a building control certificate that we know of, and no reply has been sent to the parish councils request asking for a 30 year lease. The kitchen is nearly finished.

• Housing needs survey – nothing to report.
• Draft Proposal for a Unitary Government for Devon. On the 7th July 2008 the Government published their draft proposal on which comments are now invited.  The proposal is for a Devon Unitary Authority comprising the existing County with no changes to Plymouth or Torbay. Representations can be made by email via the above link or in writing to the Review Officer, Devon review, The Boundary Committee for England, Trevelyan House, Great Peter Street, London, SW1P 2HW. It was agreed that copies of the full report would be circulated to councillors and that the next meeting would decide whether a submission should be made in time for the deadline on 26th September 2008.

• Letter Stones Solicitors regarding registration of village greens – offering their services. These were not required  

as County Council could provide similar services.
7.5        EDDC Annual town and parish council meeting – 24th September 2008 and the offer of attending an event to help plan the meeting at 10.30 on 25th July 2008 at the Knowle. Chairman will attend meeting on Sept 24th 2008.
