DUNKESWELL PARISH COUNCIL

Minutes for a Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm, Monday 21st July 2008.

Present:            Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman), Cllrs Mrs B Russell and Mrs V Keitch,
Mssrs Mr C Sumpter , , B Procter, A Luscombe, County Councillor Mr Roger Boote,
 and one member of the public.
Apologies:         Cllr M Stevens District Councillor Mr Bob Buxton, PC Vickery 4783, PCSO Anning 30012

All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).
           
1            Minutes of the previous meeting held in the Village Hall on Monday 16th June 2008 were signed as a correct record of that meeting. AGREED.

2            PLANNING

08/1207/FUL Lower Burnsome House, Dunkeswell Abbey – Permission granted for alterations
08/1262/FUL Higher Musgrove, Dunkeswell Abbey – Permission refused for extension (inappropriate design/scale)
08/1178/FUL Zwei Eschen – permission granted to replace log cabin with double garage.

08/0015/FUL Land north of Powells Way – six affordable dwellings and 08/0016/MFUL Land north of Powell’s Way – ten affordable dwelling Recommendation: APPROVAL of both applications, we would like a use designated now for the area of land behind the development, or we would worry this will end up being uncared for and an eyesore.
08/1729/OUT Quinain Hard woods, Marcus Road – nine terraced starter units. Recommendation: APPROVAL we would once again like to remind the District Council that SWW still haven’t as yet solved the overload at the sewage works.
08/1890/VAR LNP Hangar Dunkeswell Aerodrome – to amend date by which hangar must be removed from 30.4.12 to 10.01.18. Recommendation: REFUSAL on the basis that this permission is for 4 years from 2008 and it does not seem necessary to try and extend it until much nearer its completion in 2012.

            have had a machine off the road and they have got two weeks behind. The point was made to highways that the
            grass being left on the kerb and then blowing down the drains to block them was a counterproductive way of  
            working.
4.2              Potholes to report – Turbury Cross on Long Lane, Green Lane, Stentwood Corner, on the bend of Highfield Road (outside the houses) Manor Drive entrance and a road closure and enforced hedge cutting on Windgate Hill be booked now for November.

 

5.1        EDDC dog control orders – consultation received on the proposal to place orders which would ban dogs from New Century Park, The Sportsfield and BMX track/Allotments and Churchill Playground.  The bans are being implemented on all public play space in East Devon and any representations for or against this should be made to EDDC. AGREED and clerk to request which notices can be displayed and what action can be taken.

COMMUNITY FACILITIES   

6.2            Playgrounds/Sports field/ Allotments – Mr Barrow has requested the Parish Council decide how often or how long they wish the grass cut on the new sportsfield as he is concerned that the costs do not escalate. It was agreed that until the play area is tarmaced, the topping should continue, then it may be possible to leave some natural areas.
The tarmac base for the MUGA is now out to tender and should be laid in September, the transfer of the field to the parish council has not yet taken place, but solicitors are still negotiating.  A quote for £1400 has been received for fencing between the allotments and the sportsfield. Suggested that the DCP&LG raise £500 from their Uffculme Environmental funds, £500 be raised by the Allotment Association and the Parish Council donate £500. Mr Sworder to discuss with all parties.
6.3        Halls – the new community hall has still not been granted a building control certificate that we know of, and no reply has been sent to the parish councils request asking for a 30 year lease. The kitchen is nearly finished.

7.5        EDDC Annual town and parish council meeting – 24th September 2008 and the offer of attending an event to help plan the meeting at 10.30 on 25th July 2008 at the Knowle. Chairman will attend meeting on Sept 24th 2008.
