DUNKESWELL PARISH COUNCIL
Minutes for the Annual General Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm, Monday 10th May 2010.
Present: Cllrs Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman), Mrs V Keitch, Mssrs M Stevens, C Sumpter, B Procter, A Luscombe, District Councillor Mr Bob Buxton, and no members of the public.
Apologies: Cllrs Mrs B Russell, PC Vickery 4783, PCSO Anning 30012, County Councillor Mr Paul Diviani,
All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).
Appointment of Chairman and officers – Cllr Buxton took the chair for the nomination of chairman, Cllr Sworder was nominated, unanimously agreed and he accepted the post. Cllr Barrow was nominated as vice chairman, this was unanimously agreed and he accepted the post. Cllr Sworder took the chair for the rest of the meeting. Other officers were agreed as follows:
Tree & Footpaths Warden/P3 Co-ordinator; John Barrow
Planning sub-committee: The whole parish council were agreed as a planning sub-committee being quorate at three.
Minutes of the previous meeting held in the Village Hall on Monday 19th April 2010 were signed as a correct record of that meeting. AGREED

10/0456/LBC Fancy Farm – conversion of barn to holiday let COMMENTS: no objections.
10/0648/TRE Oakmead, Jenwood Road – 20% crown reduction, reshape and remove epicormic
growth up to 4mtrs above ground level on one oak tree. DECISION: The parish council recommend approval in line with the arboricultural report.
Parish Plan – the questionnaire is now in draft form, which is being finalised ready for distribution in the parish magazine.
Conservation Area – consultation meeting was held on Friday 23rd April 2010 2.30pm at the Air Centre. EDDC have extended the response deadline for comments to July. The parish council will make a recommendation based on any possible benefits at next meeting.
HIGHWAYS AND TRAFFIC
To receive issues to report – Green Lane there is a massive pothole at Percy Cross which clerk has reported several times and will do again.

Playgrounds/Sports field/ Allotments – allotments AGM is at 8 pm on Friday May 21 at Highfield Sports and Social Club
Churchill Playground – a post needs replacing, Cllr Sumpter is dealing with this.
Tennis Courts – Cllr Keitch has discussed the resurfacing of the tennis courts with Mr Throgmorton.
Emergency Plan – no report this time
Funding – Dunkeswell Youth Club – request for assistance with rental for the hall agreed to grant £1500.

EDDC notification received that there is a vacancy for a Parish Council member on the Standards committee.

QUESTIONS FROM THE PUBLIC (The meeting was closed before questions from the public).
An email was received from a parishioner asking what outcome the parish council want to achieve from the court case over the Kart Track – it was confirmed that what is sought is limits to make life reasonable for neighbouring properties, it is not sought to prevent the activity, simply limit the noise created to what is reasonable.
