Minutes for the meeting of Dunkeswell Parish Council held in Village Hall on
Monday 17th November, 2003.

Present: Mr G Sworder (Chairman), Mr A Guest (Vice Chairman), Mrs B Russell, Messrs J Barrow, M Stevens, C Sumpter, B Procter, A Luscombe, PC Lea and 3 members of the public.

Apologies: County Councillor Mr B Nicholson and District Councillor Mrs M Boote.

Minutes of the previous meeting held in the Village Hall on Monday 20th October, 2003 were signed as a correct record of that meeting (proposed by Mr Barrow and seconded by Mrs Russell).

PLANNING
Decisions -
03/P2123 6 Catalina Close - Permission granted for conservatory.
03/P2131 Turbury Farm - Permission granted for two storey extension with new roof.
02/P2290 Land at Blossom Hill - permission granted for construction of Community Hall and parking area.
02/P2319 Highfield Road - permission granted for three two-storey blocks of flats to include 10 for the elderly and playgroup area. EDDC - copy of signed 106 agreement for planning obligations relating to land at Highfield (all councillor have been given a copy), there is still no information as to when the construction will commence. The Parish Council are offended that they were not included in discussions, that there is no mention of the cost of the lease, nor disturbance to the playground.

Due to time constraints a recommendation to approve has been returned for the following six applications;
proposed by Mr Guest seconded by Mr Luscombe and unanimously agreed.

03/P2636 Mr and Mrs Bradley, 1 Rhododendron Avenue - conservatory.
03/P2657 Mr Evan, Park Farm - Change of use of outbuildings and renovation of farmhouse.
03/P2594 WIMS (UK) Ltd., Unit J Flightway - construction of industrial unit for B1/2/8 use.
03/P2595 WIMS (UK) Ltd., Unit H Flightway - construction of industrial unit for B1/2/8 use. Clerk to check square footage of original application and ask for a meeting with Alan Payne to discuss future industrial development.
03/P2652 Ms Holt, Unit C4 Flightway - change of use to Dunkeswell Memorial Museum.

Kart Racing Club - meeting Thursday 30th October 2003, attended by Mr Payne and Mr Martin of (EDDC), Mr Sworder (DPC), Mrs Napier (Sheldon Parish Meeting), Mr Wood (Sheldon resident) - Although no application has yet been submitted by the Kart Club, their website clearly shows a schedule of race meetings planned for a new extended circuit next season.

Notice of appeal for Valley Farm, Sheldon received, letters of support returned to EDDC (as supplied by Ms Furnival). The hearing will be on 5th May 2004, 10am at the Knowle, Sidmouth.

Balanced Housing Markets Strategy Consultation document - tabled with no comment.

Village Plan - No reply has yet been received from Mr Maidment - clerk to contact Mr Maidment.

Structure Plan - The Government Inspector has proposed the removal of the A303 dualling project from the County Structure Plan. More housing is to be encouraged to the east of the district (to include Axminster). Revised plan awaited for April 2004.

ENVIRONMENT
Sewer overflow at Percy Cross was reported to SWW by Mr Barrow at 11.15am, leaving name and telephone number, but there was no response, Mr Sumpter tried but got no answer. Eventually EA acted and contractors attended at 6.30pm.

HIGHWAYS AND TRAFFIC
Wolford Lodge Corner did not get widened, however white lines and cats eyes have been installed.
DCC - Copy letter regarding Wolford Lodge corner road improvements.
EDDC - letter confirming that no planning permission is necessary to widen the road at Wolford Lodge.
DCC - letter acknowledging speed limit request Limer’s Cross to Dunkeswell - await full reply.
EDDC - letter explaining proposed increase in car parking charges.

FOOTPATHS AND BRIDLEWAYS
Rights of Way Improvement Plan - completed form returned by Mr Barrow including request to link the Highfield Estate to the Rhododendron walk and Fishponds lane footpaths.

COMMUNITY FACILITIES
DCC - Honiton Post Bus is to cease its service on 3rd January due to a 410% rise in funding from DCC requested by the Post Office, which would increase the passenger subsidy from 90p to £4.22p (present cost £2.00). There are also similarly timed bus services now available.

Pc Lea and Phil Anning reported two crimes since last meeting - the theft of £80 of diesel from a Market Expo vehicle (once again the damage was more costly than the diesel) and the theft of a post box from Hemyock Road. The Airfield has been patrolled on nine occasions, Mr Procter reported that the problems had been much reduced over the last 2-3 weeks. The Community support officers will be patrolling the area in the new year with a new vehicle. There has been a rise in rural crime reported in the national newspapers. Martin Rosewell is unlawfully at large from prison (if he is seen dial 999). Speed checks are to recommence shortly - there have been warning letters sent to businesses on the Industrial Estate. Fixed penalties will be issued for the use of mobile phones whilst driving from the 1st December 2003.

QUESTIONS FROM THE PUBLIC
Mr Garrod expressed his disappointment in the two further industrial applications and asked the Parish Councils view on the development. Mr Sworder replied that these are revised applications and that the original consents (which are still in existence) cannot be rescinded.
