MINUTES for the Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm on Monday 15th November, 2004.

Present: Mr G Sworder (Chairman), Mr A Guest (Vice Chairman), Messrs J Barrow, C Sumpter, M Stevens,
B Procter, A Luscombe, District Councillor Mrs M Boote, PC Lea and four members of the public.
Apologies: Mrs B Russell and County Councillor Mr B Nicholson

1 Minutes of the previous meeting held in the Village Hall on Monday 18th October, 2004 were signed as a correct record of that meeting. Proposed by Mr Sumpter, seconded by Mr Guest and unanimously agreed.

2 PLANNING
2.1 EDDC Decisions - (for information)
04/T0061 57 Jenwood Road – permission granted for removal of beech trees
04/T0064 56 Louis Way – permission granted to fell one ash tree
04/P2330 Brookside farm – permission granted for training room and wooden hut
04/P2395 Delfim – permission granted for flue pipe
04/P2429 Dunkeswell Airfield – permission granted for extension to building.
04/P1061 Unit 2 Westerhope Units - permission granted for storage barn/replace extractor hopper
04/P2293 Units 13, 14 & 15 Flightway - permission granted for live/work

Applications -
2.2.1. 04/P0484 Dunkeswell Kart Racing Club - formation of extended track. No decision has yet been reached – EDDCs comments on the results of all reports are awaited. Clerk to ask Chairman of Sheldon for copies of correspondence.
2.2.2 04/2752/FUL B Denslow, 28 Jenwood Road – two storey extension. There were no objections to this application, Mr Sumpter proposed the application for approval, but did point out that the side window was not considered suitable ventilation as it opened against the garage wall. This was seconded by Mr Barrow and unanimously agreed.
2.2.3 04/2642/FUL Primestone Developments Ltd., Land adjacent Royal Oak Inn – Two storey thatched house with garage and new vehicular access. There were no objections to this application, it will be requested that the footpath is linked into the pub entrance for pedestrian safety and that the weep holes in the new wall be coursed so that water does not freeze on the pavement below them. Proposed for approval by Mr Sumpter, seconded by Mr Guest and unanimously agreed.
2.2.4 04/2654/FUL S Martin, 10 Wulphere close – retention of close boarded fence and garden shed. Although there were no objections to the shed, the fence is felt to be excessively high and not in keeping with the open plan design of the estate, therefore this application was proposed for refusal by Mr Sumpter, this was seconded by Mr Luscombe and unanimously agreed.
2.2.5 04/2665/FUL WIMS UK Ltd., Unit 11 Flightway – Amendment to form additional unit 11A for B1/2/8 use. There being no objections to this application, it was proposed for approval by Mr Guest, seconded by Mr Luscombe and unanimously agreed.
2.2.6 04/2644/FUL Mr and Mrs Sheridan, 30 Simcoe Way – replacement conservatory. There were no objections to this application, proposed for approval by Mr Procter, seconded by Mr Sumpter and unanimously agreed.
2.2.7 04/2818/FUL Mr and Mrs Sheridan, 30 Simcoe Way – retention of garden shed. There being no objections to this application, it was proposed for approval by Mr Procter, seconded by Mr Sumpter and unanimously agreed.
2.2.8 04/2807/TPO Mr Sinclair, 6 Louis Way – reduce one ash tree. Mr Barrow to visit site and return recommendation at the next meeting.
2.2.9 04/2777/FUL RH & DV Dymond, Turbury Farm Long Lane – farm building. The Parish Council could see no reason to object to this application provided the applicant could prove a need for the building to EDDC. Proposed by Mr Sumpter, seconded by Mr Guest and unanimously agreed.
2.2.10 04/2903/FUL Mr & Mrs Hardy, Meadowsweet – conservatory to front of property. As the site map shows the wrong house (The Orchard, not Meadowsweet), the application has been returned to EDDC.
2.3 APPEALS –
Appeal dismissed for fence at Ball Knapp (application 03/P2052). Copy letter from Enforcement Department to Mr Ormsby de Encourt reaffirming the permission originally granted is for a 1.2m high post and rail fence. A landscaping scheme for the development is also still awaited. The file has been passed to the councils solicitor to instigate enforcement action.

03/P2407 WIMS Units 11, 11a & 12 appeal granted for formation of additional unit.

3 HIGHWAYS AND TRAFFIC
Potholes were reported on Long lane, clerk also to check status of speed limit reductions, school bus pick up point move and also request an explanation of why money was spent needlessly on new pavements to the entrance of Highfield.

4 FOOTPATHS AND BRIDLEWAYS
Report from Mr Barrow – another new style has been installed.

5 ENVIRONMENT

6 COMMUNITY FACILITIES
6.1 Community policing report – PC Lea told the meeting that there had been three crimes since the last meeting which were assault, threatening phone calls and a theft of a galvanised gate from the industrial estate. The second Airfield Industrial Estate security meeting will be held this week and there was a public meeting in Luppitt regarding highways issues and speeding in villages last week.
6.2 Internet access – Cupboard has now arrived and the clerk is to assemble and install.
6.3 Playground safety inspections – More quotes are still awaited for grass matting in the Churchill Playground.
6.4 Bus Shelter – Derek Fishpool of Devon County Council has been contacted and has passed our request to Phil Slater in Spatial Planning (Luccombe House) for consideration in the Local Transport Plan for the coming year.
6.5 Quality Parish Status - Clerk has passed both SLCC and AQA examinations, therefore an application may now be lodged to obtain quality parish status.
7 FINANCE
New Ethical Framework Regulations – the Local Authorities (Code of Conduct) Local Determination) (Amendment) Regulations 32004 were laid before Parliament on Thursday 14th October 2004 and the Standards Board for England (Functions) Order 2004. They will come into force on 4th November 2004. This regulation provides for local authority monitoring officers to carry out investigations into alleged breaches of the Code which have been referred to them by and ethical standards officer, also local standards committees to make determinations following monitoring officers’ reports on the investigations of such breaches.

Mid year Internal Audit for September is now complete, Mr Marshall was satisfied with the accounts.
