Minutes for the meeting of Dunkeswell Parish Council held in Village Hall on Monday 20th October, 2003.
Present:
Mr G Sworder (Chairman), Mr A Guest (Vice Chairman), Mrs B Russell, Messrs
J Barrow, M Stevens, C Sumpter, B Procter, A Luscombe, County Councillor Mr
B Nicholson, District Councillor Mrs M Boote PC Lea and two members of the
public.
Minutes of the previous meeting held in the Village Hall on Monday 15th September,
2003 were signed as a correct record of that meeting (proposed by Mr Barrow
and seconded by Mrs Russell).
PLANNING
Decisions -
03/P1878 Beech Croft - refusal of permission for removal of agricultural tie.
03/T0077 37 Simcoe Way - refusal of permission for tree works (beech and ash)
on grounds of visual amenity.
03/P1860 43 Jenwood Road - permission granted for two storey extension.

Mr Dare and Miss Moran, 113 Tower Way - conservatory to rear of property.
Objection received. Mr Sumpter proposed that this application was refused
on the basis that the location of the extension would be overbearing for the
neighbouring property, reducing privacy and light to the garden. This was
seconded by Mr Barrow and unanimously agreed. It was noted that this objection
could be reconsidered should the structure be fitted with obscured glass on
the side of the neighbouring property and that there was some clear discrepancies
between the measurements and alignment with the side of the house on the different
drawings
03/P2291 WIMS (UK) Ltd., units 13 & 15 Flightway - Amendment to include
living accommodation. Objection already returned due to time restrictions
on the basis of size of accommodation and the area being for industrial use.
Proposed by Mr Guest, seconded by Mr Barrow and unanimously agreed.
03/T0107 Mr Roberts, 2 Bluebell Road - Prune ash and beech trees growing over
garage roof. There were no objections to this application. Proposed for approval
by Mr Luscombe, seconded by Mr Barrow and unanimously agreed.
03/P2407 WIMS, (UK) Ltd., Units 11, 11a & 12 Flightway - amendment to
form additional unit 11a. This application was proposed for refusal by Mr
Sumpter as it expands the square footage originally granted for the site and
Mr Guest who seconded the refusal felt parking may be insufficient for the
additional units, unanimously agreed.
03/P2430 Mr and Mrs Bennett, Springfield Cottage - replace existing ground
floor garden /conservatory/utility with new, add first floor bedroom. There
were no objections to this application. Proposed for approval by Mr Luscombe,
seconded by Mr Barrow and unanimously agreed.
03/P2421 Mr Holland and Ms Cole, Fishponds House - Change of condition 3 for
the use of marquee. There were no objections to this application. Proposed
for approval by Mr Procter, seconded by Mr Barrow and unanimously agreed.
03/P2490 Ms Kendrick and Mr Allison, The Royal Oak - New two storey thatched
house and garage. There were no objections to this renewal of an 1995 application.
Proposed for approval by Mr Barrow, seconded by Mr Guest and unanimously agreed.
Mr Sumpter declared an interest as he has prepared the drawings for the application.
Copy of appeal R Jones, 61 Jenwood Road - the Secretary of States report agrees with the inspecting officers appraisal and agrees with his conclusions that the pruning would be permitted if carried out by a qualified arboriculturalist. The appeal has been dismissed in respect of works to tree Beech 21, but partially allowed for the reduction of these trees by 20% as recommended by EDDC.
EDDC - letter Alan Payne, following our approval of amendment to boundary fence, he notes our concerns at the deviation from the passed plans and has passed the file to Enforcement.
EDDC - Notification
of appeal Ms S Furnival, decline permission for agricultural workers dwelling
at Valley Farm, Sheldon. Letter sent supporting the appeal and requesting
to be informed of the date of the hearing.
EDDC - letter advising that the time allowed for section 78 planning appeals
will be reduced from six to three months from 5th September 2003.
EDDC - Proposed Test Track at Dunkeswell - Copy letter to Mr Caple, Supacat from Alan Payne EDDC Planning Department suggesting an application offering environmental improvements, professional advice and precise details as to how the operation will take place. Mr Procter declared an interest.
EDDC - Enforcement - reported two items following complaints - Stentwood Farm
roof height being raised without permission (although building regulations
have been applied for) and fence at rear of Manleys Lane development which
exceeds permitted height for a fence bordering a public highway (adopted or
unadopted).
EDDC - Development
Control Enforcement are offering presentations within the Parish or at the
Knowle during the first quarter of 2004. Requested for ward meeting.
EDDC - Enforcement copy letter to Mr Fisher, Woodstock Timber Products - office
has bedrooms over which requires permission, sawdust hopper requires permission,
various points in existing permission regarding the storage of items outside
of buildings are being contravened, as well as no provision for agreed parking
arrangements being made. 28 days has been given in order for above to be attended
to. There has since been a complaint from a neighbour regarding noise and
dust.
Copy letter Brookside Farm Cottage to EDDC regarding Brookside Farm also EDDC - Enforcement copy letter to Mr Hemans, Plus One (Brookside Farm). Following a site visit enforcement are satisfied that the use is as permitted by the October 1998 planning permission, however the carport has been altered and extended which requires a retrospective planning application if it has been in existence for less than four years.
Village Plan - The plan and various consultations will be sent to Mr Maidment of EDDC with a request for it to become Supplementary Planning Guidance.
Local Plan - Dunkeswell inset plans show no extensions, no response has been sent to the inaccuracy pointed out, nor has the description been updated.

HIGHWAYS
AND TRAFFIC
Meeting -Gary Powell regarding the Community Travel Plan attended by Mr Sworder,
Mrs Russell and clerk. Information has been collated and passed to Mr Powell
for perusal and the next step is now awaited. The flashing 30mph reminder
sign will soon be returning to the village, the Limers Cross to Wolford Cross
section of road is being widened and edged as well as being fitted with catseyes.
Highways - widening of the road at Wolford Lodge corner - it seems that no planning permission nor Environment Agency consent are necessary; both have been sent plans and letters of confirmation are awaited, these will then be forwarded to Tony Matthews of Highways together with a letter of consent from Mr Luscombe and the work will commence shortly. A meeting is to be held on Tuesday 21st November at 4.30pm with the residents of Wolford Lodge in order to discuss the improvements.
DCC - Temporary
Traffic Order - C131 Limers Lane, Dunkeswell 20th October for a maximum of
two weeks.
DCC - Temporary Prohibition of Traffic - Windgate Hill 31st October 2003.
DCC - Request for waiting restrictions outside Manley’s Court - further to the above meeting a letter has been sent requesting the option to return comment after the houses have been occupied for some time (and a copy letter from DCC to the complainant confirming this course of action has been received).
COMMUNITY FACILITIES
PC Lea reported that there had been seven crimes since 21st July 2003 - one being a ‘no crime’ (a stolen car, which was actually in the garage), one crime was detected, two of the five remaining undetected crimes were non residential burglaries. PC Lea is now a Beat Manager, reinforcing his current role in the community. PCSO’s will soon have independent transport to Dunkeswell (with radio) and will be making foot patrols, especially with the aim of expanding the neighbourhood watch. There has been some plain clothes policing in Dunkeswell for various matters including youth problems and a leaflet to major employers will soon be in circulation prior to a new speed gun campaign. Mr Procter explained the problems being experienced on the airfield with joy riders, using breadbaskets, oil and wrecking items on the runways, as well as petrol being siphoned from planes.
Mrs Russell reported that both the Youth Club and Community Hall were doing very well. A new licence has been signed for a further six month period on the hall (without charge).
Mr Broad has requested that signs forbidding fly posting be put on all the bus shelters. It was decide that this was an unnecessary step at present.
RoSPA - telephoned to ask for response to August letter, which they claim not to have received. Letter received 2nd October 2003 - RoSPA recommend swing chains are replaced at 40% wear, Mr Yearly asks if this is the case, if so he offers to take the appropriate action and re-inspect the playground. DCP&LG are responding.
EDDC Children’s Play Grant Aid - Applications are invited for 2004-5 towards the cost of schemes which will provide opportunity for children’s play. Applications by 31st October 2003. DCP&LG are submitting an application for equipment in the Churchill Playground.
Dunkeswell Bowls Club - letter received regarding problems with antisocial acts.
FINANCE

with training costing £180 (if taken).

Clerk requested permission to miss November meetings in order to go to Peru
- granted.
Website is part constructed - clerk proposed that local businesses be offered space and links in order to gain revenue to fund software costs etc.
