Minutes for the Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm on Monday 18th October, 2004.

Present:Mr G Sworder (Chairman), Mrs B Russell, Messrs J Barrow, C Sumpter, M Stevens, B Procter,
A Luscombe, District Councillor Mrs M Boote, PC Lea and 4 members of the public.
Apologies: Mr A Guest (Vice Chairman) and County Councillor Mr B Nicholson.

1 Minutes of the previous meeting held in the Village Hall on Monday 20th September, 2004 were signed as a correct record of that meeting (proposed by Mr Barrow, seconded by Mr Procter and unanimously agreed.

2 PLANNING
2.1 EDDC Decisions - (for information)
04/P2051 The Royal Oak – permission refused for house with garage (amended design 03/P2490).
04/P2094 Old Highwood Bungalow – permission granted for carport
04/P2010 4 Kennedy Way – permission granted to move and retain fence
04/P2027 1 Rhododendron Avenue – permission granted for extension of conservatory
Applications - (for recommendation)
2.2.1. 04/P0484 Dunkeswell Kart Racing Club - formation of extended track. No decision has yet been reached – EDDCs comments on the results of all reports are awaited. Mrs Boote said that EDDC officers are currently in discussions with the Kart Club.
2.2.2 04/T0081 Mrs Willey, 50 Louis Way – Pollard ash and beech trees and reduce maple. Mr Barrow proposed approval of this application, but asked that a recommendation be made that the trees were removed and not pollarded as they are now dangerous, seconded by Mrs Russell and unanimously agreed.
2.3 The following three applications were returned with no objection prior to the meeting due to time restrictions imposed by EDDC:
04/P2330 Plus One Residential and Foster Care, Brookside farm – extension to outbuilding to form training room and siting of wooden hut for storage.
04/P2395 Mr and Mrs Trott, Delfim – Installation of 127mm diameter twin wall flue pipe externally to dwelling.
04/P2429 Mr and Mrs Keitch, Dunkeswell Airfield – extension to building.
All three applications were proposed for approval by Mr Barrow, seconded by Mr Luscombe and unanimously agreed.

2.4 APPEALS –
Sylvan Developments (South West) Ltd., Land at Manley’s Lane – appeal against Enforcement Notice following refusal of permission. The Council considers the fence an unwanted intrusion into the area, presenting a monolithic and monotonous appearance when viewed from Manley’s Lane and spoils the open ambiance enjoyed by residents. The notice requires the fence to be replaced with a post and rail fence and native hedge within three months. The appellant appeals that permission should have been granted, notice was not served on everyone with an interest in the land, that steps to overcome the notice are excessive and lesser steps would overcome the objections and that the time period fro compliance is too short. Written representations to the Planning Inspectorate, 3/25 Hawk Wing, Temple Quay House, 2 The Square, temple Quay Bristol, BS1 6PN quoting ref. APP/U1105/A/04/1163369by 12th November 2004.

2.5 ENFORCEMENT –
7 Tower Way – Copy letter to owners from EDDC asking that an application be submitted within 28 days for a newly constructed conservatory as it measures 4.2m x 2.3m when the existing permission is for a structure 3.8m x 2.3m. The additional width meaning that the conservatory now abuts the boundary fence. The eastern side of the conservatory is also of solid panels, whereas permission was granted for obscure glazing.
Blossom Hill Park – Copy letter to owners from EDDC asking for the removal of a banner measuring 4m x 1m.
10 Wulphere Close – Copy letter to owners from EDDC asking that they apply for retrospective permission on both a garden shed and 2 metre high boundary fence.
Blossom Hill new track – Copy letter to owners from EDDC asking for an application to be submitted for the new track between Louis Way and Liberator Way.
Clerk to report residential use of caravans at Woodstock Timber (now Western Timber).

2.6 EDDC are to change all planning numbers and references as follows:
04/1243/OUT (04= year/ 1234 =application number/ OUT = application type (outline)
Examples of added references will be as follows;ADV = AdvertisingCOU = Change of use FUL = Full LBC = Listed Building Consent OUT = Outline RES = reserved matters

2.7 Letter from Alice Latimer explaining that she has left WIMS. A letter has also been received from SW Parkes
responding to the Chairmans’ Letter regarding changes to the proposed Community Hall (a new application is
awaited).

2.8 Parish Plan – has been printed and is to be added as an insert to all Parish magazines to be distributed this week.

3 HIGHWAYS AND TRAFFIC
Manley’s Lane – Highways have placed the matter of releasing the bond money with their legal department. When funds are released they intend to finish the road in order that it may be adopted. This can be a long process.

4 FOOTPATHS AND BRIDLEWAYS
Mr Barrow reported that more gates have been put up on footpaths and there is further work to complete.
5 ENVIRONMENT
6 COMMUNITY FACILITIES
6.1 Community policing report - PC Lea stated that during the last month there had been three burglaries on Flightway (all via rear fire doors – which have now been redesigned with the Fire Service to be more secure), and one assault to a member of staff by a resident at Brookside Plus One. There has been a meeting of a new security group on the Industrial Estate to tackle the ongoing problem. There are to be several dates for local courses on the Crime and Disorder Act in the near future and property marking is to resume (call 08452 777 444 ext. 2607 to book an appointment).
6.2 Internet access – Cabinet is still awaited, but has been promised for delivery this week – everything will then be installed and an advertisement placed in the Parish Magazine.
6.3 Playground safety inspections – Fencing is now complete at the Churchill Playground, Mr Sumpter and Mrs Russell are to reassess the quotes for the replacement of bark with grass blocks to see if savings can be made by volunteer/local labour being employed for the preparation stages.
6.4 Bus Shelter – It has been requested that a bus shelter be supplied at the junction of Highfield Road and Green Lane. Clerk to contact DCC.

7 FINANCE
7.1 A mid year internal audit is currently being carried out by Mr Marshall.

7.4 Clerk has passed SLCC examination and will now submit the AQA examination to the markers. Clerk to request Quality Parish Council application forms from Devon Association of Parish Councils, the next accreditation meeting is in January, however this will mean that we miss the deadline to apply for the first round of Countryside Agency Funding, for which the closing date is 1st December 2004. This funding has only just been offered and the tight deadline is due to the requirement to spend the funds by March 2005.

QUESTIONS FROM THE PUBLIC (The meeting was adjourned for questions from the public).
Mr Avison representing Brookside Plus One kindly attended the meeting to offer an update of their project. He explained the system of one to one education that is currently taking place and the organisation hopes to seek Lottery funding and open the area up to the public in its capacity as a county wildlife site in the near future. Mr Sworder thanked Mr Avison for keeping the Parish Council updated and asked that this continue.

Another Gentleman expressed concern over the continued development of work/live units at Flightway despite the refusal of planning permission. Mr Sworder replied that these had now gone to appeal and enforcement could not begin unless the decision was upheld.
