DUNKESWELL PARISH COUNCIL

Minutes for a Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm on Monday 16th April 2007.

Present: Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman), Cllrs Mrs B Russell, Mssrs
M Stevens, B Procter, A Luscombe, District Councillor Mrs M Boote and four members of the public.
Apologies: Messrs C Sumpter, R Jones, County Councillor Mr Roger Boote, PC Vickery 4783, PCSO Anning 30012.

All councillors were politely reminded of their obligation to declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).

1.1 Minutes of the previous meeting held in the Village Hall on Monday 19th March, 2007 were signed as a correct record of that meeting. AGREED.
2 PLANNING
2.1 Decisions (for information)
07/0354/FUL Bowerhayes Farm – permission granted for agricultural storage building
06/2760/FUL Lodge farm – permission granted for retention of windows
06/0043/FUL Lammasland – permission granted for chemical store/workshop and hay barn
06/3353/FUL Dunkeswell Kart Circuit – permission granted for widening of kart track extension – under the following conditions (as is the full track): permitted use – time trials, go-karting, sprints (other than connected with drag racing) and excluding drag racing, auto cross and grass track racing, leisure karting in compliance with the conditions of planning permission 99/P0234. Extended and widened track as permitted shall only be used on Saturdays from 9am – 6pm for practice only and on Sundays only throughout the year from 10am, but with no engines running between 11am and 12noon except for leisure karting which can be operated under terms of planning permission 99/P0234

07/0685/FUL The Old Kennels – extension to replace existing conservatory (clerk declared an interest and left the room whilst discussions took place). RECOMMENDATION: Approval

07/0854/TRE 18 Simcoe Way – crown thin three ash trees RECOMMENDATION: Approval – these trees should be felled for safety of the house.

07/0943/FUL Orchard View – Loft conversion with roof lights and dormers to rear oriel window to front RECOMMENDATION: Approval

06/2038/COU Equestrian Cross Country Course – copy of County Highways response to submissions and calendar of events. Further comments are requested by return. RECOMMENDATION: Approval provided a limit be placed on the number of large events per annum and that volume of the tannoy (meaningful noise) is reduced. Several smaller speakers around the course as opposed to one large one at the start of the course would be preferable.

Stentwood Farm - Minor Amendments to permission 03/P3075 granted as follows: corridor to be WC, omit window in east side, add velux roof lights to west side, shiplap cladding to north elevation.

4 HIGHWAYS AND TRAFFIC
4.1 Safety Camera Partnership – clerk to chase PC Den Symonds the officer responsible.
4.2 Catseyes are popped out at Wolford Lodge, 30mph flashing reminder is flay again – road surface past garage is still in need of attention. Clerk to report. Clerk to request replacement low flying aircraft signs for the airfield. Clerk to check what resurfacing is in the budget for this year and also where the footpath is on this years schedule.
5 FOOTPATHS AND BRIDLEWAYS
5.1 Report from Mr Barrow. There is a new footpaths officer who is now covering for Fiona, he is implementing the rules to the last letter and calling in contractors to do jobs over and above the parish officers and also without the consent of the landowners.
6 ENVIRONMENT
7 COMMUNITY FACILITIES
7.1 Community policing report – PC Vickery/PCSO Anning – Seven Crimes during the last month, a dwelling burglary, a garage window smashed, a damaged fence at the rear of some ones garden, a theft of a handbag at a party, damage to the youth club door, also the boundary fence of the play park and one spot check of car – possession of cannabis.
7.2 Playground – There has been some damage to the New Century Park fence.
7.3 Sports field – modifications to the layout has been submitted to EDDC, to include allotments area. There should be no fee as this is within a year of the last application and is a simple change of layout.
7.4 Halls – The stones outside the hall have now been concreted in and WIMS are now to replace the kitchen window. Mrs Russell would like to thank the youth club for spending their evening sweeping up the car park and tidying the area.
7.5 Litter – Streetscene have offered to supply equipment for a village litter pick and collect the bags afterwards – Cllr Jones is organising this. Clerk to ask Streetscene about recycling bins for the park and emptying of bins.
7.7 Housing needs survey – Meeting with Sue Southwell and Magna Homes last week – a price has been agreed for the site and there is talk of using prefabricated Polish built houses which can be erected in one week.
7.8 Allotments - a public meeting was held, and a committee has been formed which has held a further meeting to progress setting up the allotments.
7.9 School – reply still awaited clerk to chase Cllr John Smith for a reply.

8.3 Accounts for approval and Audit Commission return for authorisation. A VAT reclaim in the sum of £1089.22 has been submitted.
8.4 The results of the un-contested election for parish councillors are now published, the parish council remains unchanged, with one substitution; Mr Jones has decided not to stand again, and Mrs Vanetta Keitch joins the parish council as of 7th May 2007. There will be an election for the ward member where Mrs Boote (Conservative) is being opposed by John Gleed (Liberal Democrat)

QUESTIONS FROM THE PUBLIC (The meeting to be closed before questions from the public).
A gentleman asked for speed camera to be placed in the old part of the village and asked for the clerk to request an update on the adoption of Manleys Lane.
