MInutes for the Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm on Monday 16th August, 2004.
Present:
Mr G Sworder (Chairman), Mrs B Russell, Messrs J Barrow, C Sumpter, M Stevens,
B Procter, A Luscombe, District Councillor Mrs M Boote, PCSO Anning and five
members of the public.

1 Minutes of the previous meeting held in the Village Hall on Monday 19th
July, 2004 to be signed as a correct record of that meeting.
2 PLANNING
2.1 East Devon District Council Decisions (EDDC) - (for information)
04/P1325 WIMS (UK) Ltd. 5 units 19 & 19a, Flightway - replaces 03/P1984
23 industrial units (B1, B2, B8)
Permission granted with condition that other than parking of vehicles in the
parking spaces given, no vehicles, goods or materials/machinery shall be stored
or deposited outside the buildings.
04/P1559 Manley's Lane - permission refused for erection of fence.
04/T0045 1 Foxglove Close - reduce height of line of beech trees.

Flightway - (temporary permission compound offices/storage 3/4 years) permission
is not necessary as this is permitted development by virtue of the provisions
of Schedule II, Part 4, Class A in that they refer to:
“The provision on land of buildings, moveable structures, works, plant
or machinery required temporarily in connection with and for the duration
of operations being carried out on, in, under or over that land or on land
adjoining that land.”
Applications

2.2.1 04/P0078 British Light Aircraft Co. Ltd. - change of use - hangar from
storage to assembly of aircraft/ extensions/alterations. Copy letter Thomas
Designs to EDDC confirming that the site will be served by one lorry fortnightly,
then weekly in future. The scrap metal business currently conducted there
attracts two articulated lorries per day. Aircrafts will be flown from the
site for delivery, thereby generating no traffic. It is hoped to employ 100
local people and ten to twenty experts as management. The site would be open
8am - 6pm five days per week. Mr Sworder to meet with Mr Carmicheal (EDDC)
and Mr Sumpter to speak to Mr Tyrell (Briton House Properties) to gain further
information.
2.2.2 04/P0484 Dunkeswell Kart Racing Club - formation of extended track. EDDC noise consultants report received, Sheldon have independently employed a consultant whose report is awaited. A meeting is scheduled for 20th September 2004 (Mr Sworder to attend).
2.2.3 04/P1221 WIMS (UK) Ltd., Culme Way - 30 residential units, parking, community facilities, extension to doctors surgery and pavilion. Mr Carmichael is to call a meeting to discuss the legal and detail aspects of this application with the Parish Council and the applicant (awaited). S W Parkes Architects have been supplied with a copy of the Parish Councils comments as supplied to EDDC.
2.2.4 04/PP1694 Mr Paradise, 4 Kennedy Way - Conservatory. Returned with no objection prior to meeting due to EDDC time restrictions, however Enforcement were informed about a 6ft boundary fence erected without permission against the highway. Proposed for recommendation of approval by Mr Sumpter, seconded by Mr Barrow and unanimously agreed.
2.2.5 04/P1859 Mr and Mrs Chambers, 9 Tencery Orchard - front porch. Returned with no objection due to EDDC time restrictions. Proposed for recommendation of approval by Mr Sumpter, seconded by Mr Barrow and unanimously agreed.
2.2.6 04/T0061Mrs Thornton, 57 Jenwood Road - fell, remove branches from and reduce height of beech trees. Proposed for recommendation of approval by Mr Barrow, seconded by Mr Luscombe and unanimously agreed.
2.2.7 04/P1937 Mr Martin, 10 Wulphere Close - conservatory. There were no objections to the conservatory, this was proposed for approval by Mr Sumpter, seconded by Mr Barrow and unanimously agreed. The clerk was instructed however to report the boundary fence to enforcement as it is over 2m high and is beside the highway.
2.2.8 04/P2026 RH & DV Dymond, Land at Turbury (Luppitt and Awliscombe)- farm building. Planning Committee to make site visit and recommendation.
2.2.9 04/P2010 Mr Paradise, 4 Kennedy Way - move fence position for privacy. Mr Sumpter proposed a recommendation to approve this application as the new position of the fence would be acceptable. Seconded by Mrs Russell and unanimously agreed.
2.2.10 04/P2027 Mr and Mrs Bradley, 1 Rhododendron Avenue - extension of conservatory. Proposed for recommendation of approval by Mr Sumpter, seconded by Mrs Russell and unanimously agreed.

M Kendrick and D Allison, The Royal Oak - two storey thatched house with garage
(amended design 03/P2490).Planning Committee to make site visit and recommendation.
2.3 Parish Plan - EDDC are holding a meeting to approve several Parish Plans tomorrow, it is hoped that Dunkeswell’s plan will be included.
2.4 EDDC are supporting the Parish Council in asking that BT retain the telephone box at Abbey.

Enforcement
Windwhistle Farm - further to enforcement notice, no action will be taken
until 1st March 2005, to allow owners to resolve personal arrangements and
find alternative accommodation. This is not a grant of temporary permission,
just allows the occupants more time to comply with the notice. Mrs Boote assured
the meeting that no further time extension would be considered in March.

3 HIGHWAYS
AND TRAFFIC
Clerk was asked to report potholes in Green Lane, by the police house, at
Langford Bridge and ask when the resurfacing work will be taking place between
Manley’s Lane and Chapel Corner. Fulfords advertisements had been increasing
recently, the Parish Council are awaiting Highways action as they will fine
offenders for removal of illegal notices.
4 FOOTPATHS AND BRIDLEWAYS
Nothing to report.
5 ENVIRONMENT
Environment Agency - The Otter, Sid, Axe and Lim catchments abstraction management
strategy (CAMS) consultation document. (Feedback form supplied for comments
- Mr Sworder to read).
EDDC - Surface water flooding sandbags request form for completion. None required at present.
Devon Structure Plan 2004 - a notice of intention to adopt the plan has now been received.
Best Kept Village Competition 2004 - The judges comments noted litter at Highfield on verges and around the shops, no dog fouling anywhere within the built up areas, some closed shops and the pub was also closed at the time of the visit. The grounds of St Nicholas’ Churchyard, Abbey and the Methodist Chapel were all complimented, as was the fact St Nicholas’ Church was open during the day. Overall mark 84 (lowest under 80 highest over 90).
6 COMMUNITY
FACILITIES
6.1 Community policing report - PCSO Anning reported the theft of one car,
theft of goods from another, one burglary on the Airfield, two assaults since
the last meeting. He has also had extensive discussions with the Dog Warden
(signs and cleaning programme are promised). 6 new Neighbourhood Watch co-ordinators
have now been recruited. There has also been some vandalism in the New Century
Park, banners temporarily stolen for a Blossom Hill open day and an escapee
from Brookside Farm.
6.2 Internet access - DCC have paid £1047.71 into the Parish Councils account and the clerk has ordered the appropriate equipment/Bt phone line. A letter has also been received from DCC laying out the rules of the grant funding, this has been formed into a contract for The Fish Plaices approval.
6.3 Playground inspections - A letter has been received by DCP&LG from the installers of the cable slide that the surface below the slide is adequate and conforms to safety requirements.
7 FINANCE
7.1 Work has been completed on new equipment in the Churchill Playground and
there are funds over from the grants raised which may be used for improvements.
A quote from Franks Fencing and Paving of £225.85 for the installation
of two wooden gates at the entrance to the playground has been received (or
£285.64 including a metal chain). In addition a quote of £395
was given to replace the galvanised chain link on one side of the playground
and replace one broken post. This would include removal of old fencing, tidying,
labour, VAT and materials. It was decided to accept the quotation of £395
for the new fence and posts, but to discuss the option of putting up entrance
gates in more depth with Franks Fencing.

8 CORRESPONDENCE
The Pension Service - letter offering to come to community to speak on claiming

9 QUESTIONS
FROM THE PUBLIC
The meeting to be adjourned for questions from the public.
A gentleman asked about the Community Travel Plan and the possible route of a bypass for the village, Mr Sworder explained that this was not as yet decided.
Mr Sumpter is to inform clerk of house number in Tower Way who have built a block wall behind their house to replace the Devon bank.
