Minutes for the Meeting of Dunkeswell Parish Council held in the Village Hall
at 7.30pm on Monday 15th August 2005.

1 Minutes of the previous meeting held in the Village Hall on Monday 18th July,
2005 to be signed as a correct record of that meeting.
2 PLANNING
2.1 EDDC Decisions - (for information)

of storage barn. No objections raised, Mr Procter proposed recommendation for
approval, this was seconded by Mr Luscombe and unanimously agreed.
05/2125/FUL Mr and Mrs Sweetland, Abbeywood farm – conversion of three
redundant agricultural buildings to
holiday units. No objections raised, Mr Sumpter proposed recommendation for
approval, this was seconded by Mr Procter and unanimously agreed.
Appeals
Appeal ref APP/U1105/A/05/1179359 WIMS (UK) Ltd. (application ref 05/0057/FUL)
granted for construction of one live/work unit incorporating living accommodation
(unit 18b).
Enforcement
Copy letters to 18, 19 and 20 Azalea Close as no application has been received
for their recently erected
boundary fences. Also letter to Parish Council from EDDC asking for our comments
and recommendation as to whether enforcement action is necessary in this case.
Recommendation not to take action on this occasion, but for a written policy
for such fences to be produced in the interest of consistency.
Occupants at Windwhistle Farm have refused an accommodation placement and told Enforcement that their caravan will be moved by the end of August 2005.
Llamasland – Enforcement are satisfied at present that the occupants are making every effort to comply with their agricultural tie.
EDDC – request for the views of the Parish Council on BTs proposal to make the Abbey phone box cash free. Supported.
Two representatives of Brookside Farm attended the meeting in order to give the Parish Council background information to their intentions to apply for a residential use on Brookside Farm in order to offer experience breaks to youth groups. It is proposed to differ from past use, as the groups will not be council placement children, but school groups etc.

AND TRAFFIC
Traffic order Tower Way – in consultation. No conclusion as yet.
DCC Highways – Scott Riddell has confirmed that he will place another onward sign for caravans at the Wolford Chapel entrance to save them taking the wrong turning.
Community Speed Watch – has taken place on eight occasions since its start on 23rd July 2005. 7.3% of traffic was found to be speeding, few offenders live locally and 75 letters have been set out mostly to companies and delivery van drivers.
Potholes – Long Lane, Green Lane, Jenwood Road and outside the Police House and Quinains Timber.

6 ENVIRONMENT
6.1 Best Kept Village – Dunkeswell scored 89 and was top in the second
level of placings. Mr Broad will be approached to publish the full comments.
6.2 Mr Guest asked that residents should have a special warning at this time
of year in respect of over grown hedges and pathways. He wished to remind residents
that should an accident occur that the owners could be liable to litigation.
7 COMMUNITY FACILITIES
7.1 Dawn of Peace Air Day 2005 – email has been received from Devon and
Cornwall Police following a recommendation by all authorities to South West
Airfields Trust that they should not stage the event in the interests of public
safety. The email explains the full details of the consultation. In short the
authorities were only instructed after funding for the event was secured, this
gave only two months notice and due to pressures of other events and annual
leave, it was impossible to find the required manpower to make the event safe,
not only for those attending but also the villages surrounding the event. All
parties are now working together to plan for next years event.
7.2 Community policing report – PC Lea reported that there were 3 reported
crimes in June; one common assault, a burglary at the Birdwatcher and the unauthorised
use of an ATM. In July there were 6 crimes; one theft of a motor vehicle (or
disputed sale), three on Flightway and two non crimes related to child welfare.
PC Lea explained that this would be his last meeting as he had taken a rare
opportunity to apply for a job in crime prevention in Exeter. He introduced
PC Clive Vickery 4783 our new Beat Manager. Mr Sworder said that PC Lea has
been of great benefit to the community and would be a hard act to follow. PC
Lea thanked the Parish Council for their support over the last fie years and
said he had found the post most rewarding. PC Vickery is to continue with the
mobile library round and other initiatives started by PC Lea and told the meeting
he was looking forward to the challenge.
7.3 Playground safety inspections – works to be carried out are being
organised.

8.3.1 Rural Aid work invoices for Country Window Systems and FRM have been submitted and building works inspected by EDDC treasurers dept. Inspection has taken place. A cheque should be received shortly for the granted amount of £2500.
