DUNKESWELL PARISH COUNCIL

Minutes for a Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm, Monday 20th August 2007.

Present: Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman), Cllrs Mrs B Russell and Mrs V Keitch,
Mssrs Mr C Sumpter, M Stevens, B Procter, A Luscombe, PCSO Anning 30012 and two members of the public.
Apologies: County Councillor Mr Roger Boote, District Councillor Mrs M Boote and PC Vickery 4783.

All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).

1.1 Minutes of the previous meeting held in the Village Hall on Monday 16th July, 2007 were signed as a correct record of that meeting. AGREED.
2 PLANNING
2.1 Decisions (for information)
07/1162/FUL 3 Culme Close – permission granted for erection of single storey dwelling and parking
07/1231/FUL Garages Culme Way – permission granted for alterations to planning permission 07/0353
07/1371 4 Jenwood Road – permission refused for 1.8m high close boarded fence in revised position

2.2 Applications (for recommendation)
07/1881/FUL Dunkeswell Aerodrome – approval of reserved matters for 2 hangars, 1 workshop hangar and associated works (permission 00/P2132 granted 9th February 2001). Mr Procter left the meeting while the application was discussed. Recommendation: APPROVAL subject to the colour of the hangars being green as opposed to grey and red in order to be more in keeping with the landscape.

2.3 South West Regional Assembly – Public consultation – review of additional pitch requirements for Gypsies and Travellers in the South West. A partial revision of the Regional Spatial Strategy under the Planning and Compulsory Purchase Act 2004. Assessments and estimates have been made of current and future requirements (not about specific sites, which will be dealt with by local authorities in the Local Development documents, but will be required to find pitches as need is decided by the RSS). 4 HIGHWAYS AND TRAFFIC
4.1 Safety Camera Partnership – nothing to report
4.2 DCC – Bus Information Strategy – comments are invited on the draft document – online comment forms and
full strategy are available at www.devon.gov.uk/bus-infostrategy
4.3 Clerk has conveyed a complaint that Highways grass contractors recently cut grass and then blew it into the drains on Highfield. Points were acknowledged by Highways.
5 FOOTPATHS AND BRIDLEWAYS
5.1 Report from Mr Barrow.
5.2 Madford River section of Bridleway 12 closure has expired and been renewed clerk has complained about lack of communication with the footpaths warden and advertisement of the closure in the wrong district paper. Apology received.
6 ENVIRONMENT
6.2 Devon County Local Waste Plan has now been adopted – this may be viewed at www.devon.gov.uk/index/environment/planning/planningsystem/planning_minerals_and_waste/waste_planning/waste_local_plan-2.htm or from Devon County Council.
6.3 Results of the Best Kept Village - Dunkeswell achieved 86 points. Full report available.
6.4 Pumping Station – Letter received from parishioner complaining that there are still problems when there is an excess of water going through the pumping station. The contractors have not committed to when they will finish the works. Parish Council to write to SWW (copy to Environment Agency) asking for action to resolve the problem.
6.5 Clerk to make notices to display to warn people of the risk of prosecution for having Ragwort on your land.
7 COMMUNITY FACILITIES
7.1 Community policing report – PC Vickery/PCSO Anning – six crimes since last meeting; two harassment, theft of a generator, one non crime domestic, one theft from a person, one assault (domestic related)
7.2 Playgrounds – A window was recently broken by a cricket ball from Churchill Playground, a decision must be made as to whether to claim on insurance or pay for the damage (quote received). It was also requested by the home owner that a notice be displayed asking for the use of soft balls only in the playground for safety reasons as this is also a play area used for small children.
7.3 Sports field – title has not yet been transferred.
7.4 Halls – nothing to report
7.5 Dog/Litter bins – dog bin has been installed by the new sportsfield dog walking track. It was suggested that budget should be put in the new precept for an official park attendant (for consideration), but definitely for maintenance.
7.7 Housing needs survey – Sue Southwell has requested The Parish Council write to Magna Homes a letter supporting need for affordable housing.
7.8 Allotments- fencing has now been organised for both the BMX and allotment area, a grant has been applied for from Uffculme Environmental, it was agreed the Parish Council will match fund the grant to the sum of £522 if it is successful. Peoples Millions have sadly not short-listed the play area for their fund.
7.9 EDDC review of Polling Station facilities for completion. The parish council are also asked for their views on the location and suitability of the polling stations in their parish (in view of access and disabled voters) it may be noted that alternatives suggested need not be inside the parish boundary. The current polling station is thought to be adequate.

8.3 Home Start – a befriending home visiting service by volunteers to support families with children under 5 are in urgent need of funding and asking for a donation of £500. To be considered in January, with the budget.
