PARISH COUNCIL
Minutes for a meeting of Dunkeswell Parish Council held in the Village Hall on Monday 15th August 2011 at 7.30pm.
Present: Cllrs John Barrow (Chairman), Geoffrey Sworder (Vice Chairman), Beth Russell and Vanetta Keitch, Donna Delamain, Andrew Luscombe, Philip Stevens, County Councillor Paul Diviani, District Councillor Bob Buxton and no members of the public.

All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).

- 11/1559/FUL Highfield Centre, Culme Way – construction of two dwellings COMMENTS; The parish council would like seven small houses on this site rather than two large houses, these would be more in keeping with the current dwellings and provide low cost open market housing for older people to downsize, this could be restricted by covenant to over 55.
- 11/1599/FUL Coxes Hill Cottage – retention of agricultural storage building and extension to existing livestock building. COMMENTS; no comments, one copy letter of objection received but issues are not planning but should be directed to the Environment Agency.
- 11/1610/FUL 1 Barrack Lodge – retention of timber gates and fencing COMMENTS; The parish council feel that this minor deviation from the permitted height of fence should not have been enforced, and that in this particular case an application is deemed unnecessary as the fence does not abut an adopted public highway.
- 11/1701/VAR Lakeview Manor - Variation of wording of condition 4 on permission 11/0357/FUL relating to tree protection COMMENTS; The parish council have no objections to this application.
- 11/1739/OUT Peter Quinain Hardwoods, Marcus Road - Replacement of extant planning permission 08/1729/OUT for development of 9no. terraced starter type industrial units and additional detached unit for B1, B2 and B8 use. COMMENTS; The parish council support this application.
- Tree Applications (for Decision)
- 11/1171/TRE 17 Bluebell Road – fell one ash DECISION: approval with conditions including that a replacement tree (Sorbus Aucuparia – Rowan) shall be planted within the curtilage as close as practicable to the same location in the first planting season following the felling of the tree hereby permitted to be removed. The replacement tree shall be a minimum of 8 -10cm in girth and shall be maintained for a period of five years; such maintenance to include the replacement of the tree should it die.
- 11/1224/TRE 58 Jenwood Road – reduce crown by 20% and reshape 10 beech, remove lowest southern first order branch to achieve crown lift. DECISION: approval with conditions including that Pruning works shall be carried out in accordance with the following restrictions: (i) Pruning cuts for the Crown reduction and shaping to trees T1-T10 will be restricted to a maximum of: 75mm diameter.
- Parish Plan/neighbourhood plan –meeting with EDDC 21 July 2011 09:30-10:30am JB & GNS attended a meeting with Kate Little, BB, PD & Frank Wolston and Claire Rodway, and Graham Godbeer. It was discussed how the parish plan can be translated into a working reality, whether a Neighbourhood plan can be produced and how it would be approved in terms of holding a referendum. The bypass was discussed and how the parish might be consulted on this specific subject. Greg Davies of Community Council of Devon had been consulted and was willing to help with the project. Project brief had been sent to Kate Little but no reaction yet received nor any copy of the minutes of the meeting. GNS will follow this up.
- Old village of Dunkeswell Conservation Area – nothing to report
- Local Development Framework – emails received from Cllr Mike Allen; Submissions on the LDF are requested in advance of LDF Panel meeting on 6 September - on/by 25 August. No submission to be made. Honiton is making a submission and their response includes: ‘The current road from Honiton to Dunkeswell needs to be upgraded to a B road to support the growth of economic opportunities in Dunkeswell and to facilitate residents' accessibility to Honiton’ would the parish council like to comment. Suggest add the word ‘safely’ at the end.
- HIGHWAYS AND TRAFFIC
- To receive issues to report – Clerk to speak to Mike Brown DCC Highways to organise drain clearance and road closure and of Windgate Hill to facilitate hedge cutting and enforcement notices must be served on certain landowners. If money is needed for a road closure Cllr Diviani offered Locality Budget. Clerk to ask for Shepherds Valley hedges to be cut.
FOOTPATHS AND BRIDLEWAYS
Report from Cllr Barrow – Paths are all in good order.
ENVIRONMENT
5.1 Emergency planning – receive any new items for consideration. None
COMMUNITY FACILITIES
- Community policing report – no report this time
- Playgrounds/Sports field/ Allotments/halls – Play inspections received (for action), Allotment draft lease has been prepared. Brendan Procter has volunteered to take over the management of the Churchill playground. The DCP&LG will need new committee shortly and volunteers are required.
- Queens Diamond Jubilee – 2nd June 2012 possible ways to mark the occasion including the lighting of beacons (for discussion at next meeting ).
6.4 Project Cosmic – Fiona Glasspoole attended the meeting to discuss rural broadband speed and training availability in the parish. It was agreed that training and better speeds would be very welcome in the parish for personal and business users – clerk to liase.
