DUNKESWELL PARISH COUNCIL
Minutes for a Meeting of Dunkeswell Parish Council held in the Village Hall
at 7.30pm on Monday 11th December 2006.
Present: Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman),
Cllrs Mrs B Russell, Mssrs C Sumpter,
B Procter, R Jones, District Councillor Mrs M Boote, PC Vickery 4783, PCSO Anning

members of the public.

All councillors are politely reminded of their obligation to declare interests
under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided
for in Section 11A(2) of the National Parks and Access to the Countryside Act
1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act
2000 (AONBs) that in exercising or performing any functions in relation to,
or so as to affect, land, they shall have regard to their purposes (ie conserve
and enhance their natural beauty, wildlife and cultural heritage and to promote
opportunities for the understanding and enjoyment of their special qualities
by the public).
1.1 Minutes of the previous meeting held in the Village Hall on Monday 20th
November, 2006 were signed as a correct record of that meeting.
2 PLANNING
2.1 Decisions (for information)
06/2794/VAR Unit 18F Flightway – permission granted for B8 Use
06/2865/FUL Land adjacent Unit 13, Flightway – permission refused for
retention of extended highway, It was pointed out that this was a retrospective
application and the access road had already been built and needs to be removed
enforcement would be informed of this fact and reminded that the alterations
that had been made some time ago on the adjacent land for the refused Rally
School application had not been restored to the original state
06/2270/FUL Royal Oak Inn – permission refused for new dwelling and access.
06/2949/TRE 18 Potters Stile – permission granted reduce height and crown
lift two beech trees
06/2867/FUL Land adjacent 3 Culme Close – permission refused for single
storey dwelling
2.2 Applications (for recommendation)
06/3229/TRE 21 Walcott Way – fell three ash trees and remove dead branches
from 8 further trees
RECOMMENDATION: Approval, however when application is decided the tree numbers
should be as per TPOs (A19). The agent should be informed that his tree numbering
and map is misleading and if the application is ever read without the map this
would relate to different trees on the estate.
06/3398/FUL Rosemary Cottage – removal of single storey extension and
construction of two storey extension.
RECOMMENDATION: Approval
06/3342/TRE 19 Potters Stile – crown reduce group of beech and ash trees
RECOMMENDATION: Approval however when application is decided the tree numbers
should be as per TPOs (A19). The agent should be informed that his tree numbering
and map is misleading and if the application is ever read without the map this
would relate to different trees on the estate.
2.3 Planning advice for small scale domestic renewable energy installations
received from EDDC.
2.4 Scrutiny Committee meeting EDDC recently invited the four Quality Parishes
in East Devon to discuss possible powers to be drawn down. The meeting was productive,
in as much as all parishes agreed that the scheme has yet to show benefits in
terms of powers, but discussion has now begun. Funding for powers was also discussed,
when the minutes of this meeting are available we will write to EDDC to pursue
what needs to be done.

4 HIGHWAYS AND TRAFFIC
4.1 Percy Hill, water on road has broken up the tarmac - a long term solution
is needed (it is known that several damage claims have resulted recently). SWW
cover outside Quinains has been repaired, but still remains lower than highway.
5 FOOTPATHS AND BRIDLEWAYS
5.1 Report from Mr Barrow. Bridleway 12 still remains closed, clerk to approach
clerk at Uffculme to see if there may be grant funding available from landfill
activity. In the region of £10,000 would be sought. Lengthsmans visit
was inadequate again – clerk to complain.
6 ENVIRONMENT
6.1 Application form for Best Kept Village – Agreed to enter competition
– clerk to return form
7 COMMUNITY FACILITIES
7.1 Community policing report – PC Vickery/PCSO Anning – three reported
crimes – pane of glass broken in greenhouse, argument between couple,
a non-crime child protection issue and a car abandoned in farmers field with
BIN plate removed. There were two car accidents in the village, only one was
reported to the police. The security guard on the estate is to stay in action
definitely for the next few months to be reviewed when the Hall Engineering
site is sold. Mr Sworder thanked the police for their ongoing support over the
past year.
7.2 Playground safety inspections – Fence has now been repaired in New
Century Park.
7.3 Sports field - it has been requested that allotments be part of the plan
for the new sports field (interested parties are invited to express an interest.
7.4 Halls – boiler has been repaired at the Community Hall
7.5 Dog bins – Mr Barrow to instruct clerk where these are to be positioned
and clerk to inform EDDC (fixing to take place shortly before contract emptying
begins)
7.6 Housing needs survey – nothing further to report at present
7.7 Honiton Market – 750 year anniversary of Market – any suggestions
for collaboration - none
