DUNKESWELL PARISH COUNCIL
Minutes for a Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm on Monday 19th February 2007.
Present: Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman), Cllrs Mrs B
Russell, Mssrs M Stevens,
B Procter, A Luscombe, R Jones, PC Vickery 4783 and six members of the public.
Apologies: Mr C Sumpter, PCSO Anning 30012, County Councillor Mr Roger Boote
and District Councillor Mrs M Boote.
All councillors were politely reminded of their obligation to declare interests
under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided
for in Section 11A(2) of the National Parks and Access to the Countryside Act
1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act
2000 (AONBs) that in exercising or performing any functions in relation to,
or so as to affect, land, they shall have regard to their purposes (ie conserve
and enhance their natural beauty, wildlife and cultural heritage and to promote
opportunities for the understanding and enjoyment of their special qualities
by the public).
1.1 Minutes of the previous meeting held in the Village Hall on Monday 15th
January, 2007 were signed as a correct record of that meeting. AGREED
2 PLANNING
2.1 Decisions (for information)
06/3019/FUL 15 Azalea Close –permission granted for erection of 2m high
close board fence.
06/3342/TRE 19 Potters Stile – permission granted to reduce crowns in
group of beech/ ash trees
06/3515/COU The Old Mill - permission granted for conversion of barn to holiday
let unit
06/3525/FUL The Old Mill – permission granted for double garage &
single tractor shed
06/3526/FUL The Old Mill – permission granted for extension and improvements

2.2 Applications (for recommendation)
07/0299/FUL Dunkeswell Air Centre – replacement and relocation of parachute
club buildings. Mr Procter declared an interest and left the room while the
application was discussed.
Recommendation: APPROVAL
07/0354/FUL Bowerhayes Farm – erection of agricultural storage building.
Recommendation: APPROVAL
07/0353/COU Garages Culme Way – alterations to previously approved dwelling (06/1806/COU). The Parish Council recommended refusal of this development, but if it is to be built, the design should fit with surrounding properties, the design alterations could be more sympathetic. We understand that the parking spaces to the shop side of the development in Culme Way are not adopted by Highways. If you are minded to grant this application permission the Parish Council feel that it should be a conditional that the parking spaces be offered to Highways for adoption to ensure that they do not get removed, as parking is a problem in this area. A letter from the Police to residents in Tower Way regarding parking problems will be attached to the recommendation and sent to the planners for information. Recommendation: REFUSAL
06/3398/FUL Rosemary Cottage – amended plans for removal of single storey extension and construction of two storey extension. Recommendation: APPROVAL
07/0434/FUL Dunkeswell Aerodrome – erection of two prefabricated hangars
for storage of light aircraft. . Mr Procter declared an interest and left the
room while the application was discussed.
Recommendation: APPROVAL
07/0427/TRE 1 Walden Road – crown reduce by 30% and reshape one ash tree/pollard
two ash trees.
Recommendation: APPROVAL and applicant should be commended on already replanting
replacement trees.
07/0350/TRE 1 Barrack Lodge – Fell one Ash tree Recommendation: APPROVAL only provided the stump is removed and in its place one field maple and one hazel tree are planted. It should be noted that in building a house too close to this tree and purposely destroying its roots the developer weakened this tree.
Dunkeswell Kart Circuit – copy letter from Enforcement asking for a retrospective application to be submitted for the mobile home, recently sited second storage container and timber store building/trailer unit. It appears that the toilet block may have been in position for a number of years, but there are issues surrounding this.
East Devon Quality Parishes and planning Issues – as requested EDDC have decided to allow parishes with Quality Status to handle tree applications and preservation orders and powers on the control of advertisements for a trial period. Further information is awaited and this would have to be approved by full council. The District Council would deal with all applications and grants/refusals, the District Councils officer would provide the Parish Council with their advice for their final decision. Clerk to write formally to Mark Williams and agree in principle, and await further details.
There is a new head of Development Control at EDDC – Stephen Belli, who has a proactive approach to working with parish councils. T was agreed to arrange a meeting with Andy Carmichael (the Eastern Area Planning Officer) to discuss the outstanding applications surrounding the shopping area on Highfield.

4 HIGHWAYS AND TRAFFIC
4.1 The police have circulated a letter to all residents in Tower Way detailing
the possible implications of obstructive parking (£30 fixed penalty ticket
or removal of vehicle £120 plus £12 per night). It is suggested
in the letter that all residents co-operate with one another and park on the
outer curve to avoid a problem arising.
4.2 There are potholes opposite the old Police house from Honiton direction
– from garage to Police house, entrance to Flightway there is a crater.
30mph flashing sign is not working (but has been reported twice). Clerk to report.
4.3 Lengthsman was praised in the last return.
4.4 Entrance to Liberator Way there is a pool of water that gathers, Steve Tucker
has been to the site. Clerk to
contact Highways to see what Highways intend to do.
5 FOOTPATHS AND BRIDLEWAYS
5.1 Report from Mr Barrow.
5.2 Uffculme Environmental Landfill Grants- clerk has contacted the company
and the bridge on footpath 12 could be an eligible project, although there is
no guarantee an application would be successful as the board will prioritise
the various applications made within their available budget (about £200k
per annum). A third party sponsor must be found to pay 10% of the project cost.
They will not fund a project which is a councils statutory duty to fulfil.
6 ENVIRONMENT
7 COMMUNITY FACILITIES
7.1 Community policing report – PC Vickery/PCSO Anning – There have
been 11 crimes in the last month (two are ‘non crime’ child protection
issues, one instance of glue in locks, car fuel and a bicycle were stolen (bicycle
found), attempted burglary, possession of a shotgun without a licence, theft
by employee and a non crime domestic and four criminal damages to peoples windows
(petty damage, stones thrown to damage not to gain entry). A car has been loitering
in Catalina Close. There is a problem with transport for the PCSOs and the parish
council will be writing to the D&CC to Inspector Gail, at Sidmouth Police
Station to complain about the lack of transport provision. A reply has been
received from the Chief Constables Office regarding speeding and the provision
of cameras and this has been passed to the Mobile Camera Unit.
7.2 Playground safety inspections – WIMS have planted a hedge along the
new fence at New Century Park.
7.3 Sports field - it has been requested that allotments be part of the plan
for the new sports – nothing can be
progressed until the transfer of land has been finalised, but 20 families have
already expressed an interest.
Funding for allotments will come from annual rental (possibly in the region
of £30 per year) and the committee when it is formed may seek larger funding
from other sources for initial expenses.
7.4 Halls – Approved a grant towards building insurance £250
7.5 Dog bins – Mr Barrow has installed these and collection had begun
weekly from 1st February 2007.
7.6 Litter bins – Andrew Hancock of Streetscene has asked that we monitor
the bins we have to ensure that Sita are fulfilling their contract in emptying
them before they provide more – they have promised to review the situation
in a month or so when we have reported when any bins are overflowing. A letter
of complain regarding litter in the village has been received; a campaign is
to be planned.
7.7 Housing needs survey – Nothing to report, clerk to write to the Registered
Social Landlord to ask what stage the
purchase of the land is at.

8.3 WARD MEETING – Dunkeswell Village Hall, 7.30pm on Monday 5th March
2007 – all parish councillors are
asked to attend if possible. It was suggested that the new head of development
control Stephen Belli was invited to the ward meeting to speak, and that maybe
a joint ward meeting with Otterhead may be better on this occasion to make his
trip worthwhile.
