DUNKESWELL PARISH COUNCIL

Minutes for a Meeting of Dunkeswell Parish Council to be held in the Village Hall at 7.30pm, Monday 18th February 2008.

Present:            Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman), Cllrs Mrs B Russell and B Procter, A Luscombe, County Councillor Mr Roger Boote, District Councillor Mrs M Boote, PC Vickery 4783 and five members
of the public.
Apologies:         Mrs V Keitch, Mssrs Mr C Sumpter, M Stevens and PCSO Anning 30012

All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).

07/3397/FUL 37 Tower Way – permission granted for conservatory to rear
07/3445/TRE 15 Foxglove Close – permission granted to fell 7 ash trees – conditional on replanting scheme as specified.
07/3490/FUL 11 Louis Way – permission granted for conservatory with brick wall (with obscured glass condition)
07/2649/FUL 2 the Laurels, Flightway – permission refused for retention of polytunnel – its prominent siting on agricultural land in open countryside for domestic purposes without justified agricultural need is a visual intrusion within the AONB.

08/0264/TRE 3 Bluebell Road – remove western stem of one southern branch from ash tree
Recommendation: APPROVAL
08/0016/MFUL Land north of Powells Way – erection of ten affordable dwellings
Recommendation: Await accompanying application for six affordable homes to be tied to past development as part of a S106 Agreement.
08/0125/FUL Parachute Club – retention of marquee and two porta-cabins for a temporary period of three years. Mr Procter declared an interest and left the room while the discussion.
Recommendation: APPROVAL conditional on use limited as stated.
08/0389/FUL Royal Oak Inn - New dwelling Recommendation: defer recommendation till after site visit
08/0372/FUL 38 Catalina Close – conservatory Recommendation: defer recommendation till after site visit

2.5        East Devon Local Development Framework – Sustainability Appraisal – Generic Scoping Report for Core Strategy and Other LDF Documents (Including appraisal of the Gypsy and Traveller Development Plan Document)

EDDC Council are producing a series of new planning policy documents to guide and regulate development.  These new documents will make up the East Devon Local Development Framework (LDF) and they are required to undertake a sustainability appraisal of these documents.  This sustainability appraisal is a process used to evaluate the potential impacts that development proposals and polices will have on the environment and on social and economic wellbeing. 

Prior to actually undertaking sustainability appraisal of an LDF document EDDC are required to produce a document called a scoping report which sets out background information about relevant sustainability issues and also includes a framework of key sustainability objectives against which planning policies are to be assessed. 

The East Devon Generic Scoping Report for Core Strategy and Other LDF Documents will be subject to an initial five week consultation period starting on Friday 8th February 2008 and any comments must be received at the Council Offices in Sidmouth by 5.00 pm on Friday 14 March 2008.  We would prefer to receive comments in emailed format addressed to ldf@eastdevon.gov.uk .

4             HIGHWAYS AND TRAFFIC
Road past police house needs resurfacing, road past Madford Bridge has serious potholes. Mr Barrow requested that a letter be sent to DCC expressing our dissatisfaction with the current system. Meanwhile a copy of the visit schedule is to be obtained for Mr Barrow and jobs are to be called through before visits in line with the current system.

5            FOOTPATHS AND BRIDLEWAYS

7            COMMUNITY FACILITIES   
7.1            Community policing report – PC Vickery/PCSO Anning – 4 reported incidents during the past month – drink driver (convicted), theft of stainless steel tank, non-crime child protection issue and non-crime domestic.
A new initiative has been started as called ‘partners and communities together’ or ‘PACT’. Residents of Dunkeswell are invited to write their neighbourhood concerns down (this can be anonymous) on a postcard in the hope that some issues can be resolved as a result. A box has been placed in the shop for cards for the special cards to be placed in.
7.2            Playgrounds/Sports field – nothing to report
7.3        Halls – nothing to report
7.4        Housing needs survey – nothing to report
7.5            Allotments - nothing to report

7.7             Resignation of Cllr Mrs Marcelle Boote (EDDC Ward Member) – Mrs Boote has resigned and the post of Ward member for Dunkeswell is open for application. Mrs Boote asked the clerk to convey to the Parish Council her admiration for the way decisions are made by them when dealing with situations that arise within the village and the pride taken to achieve what is best for everyone.
Mrs Boote also thanked the Parish Council for their support and the friendliness shown towards her over the last five years which made it a pleasure acting as Ward Member.  She also assured the council that her decision came not from anything relating to Dunkeswell, Combe Raleigh or Sheldon, and wished the Parish all the very best for future plans.The Chairman sent the parish councils thanks and best wishes to Mrs Boote.
