DUNKESWELL PARISH COUNCIL

 

Minutes for a Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm, Monday 16th February 2009.

Present:            Cllrs Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman), Cllrs Mrs B Russell and Mrs V Keitch, Mssrs M Stevens, B Procter, A Luscombe, District Councillor Mr Bob Buxton, PC Vickery 4783, and two members of the public.

All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).
           
1            Minutes of the previous meeting held in the Village Hall on Monday 19th January 2009 were signed as a correct record of that meeting.  AGREED.

2            PLANNING

2.1.1            08/3185/LBC The Old Forge – permission refused for retention of replacement windows. The parish council were unhappy about this decision and the pressure it puts on the current owner to correct a work done over 10 years ago by a previous owner.

2.3            Enforcement

3.1        Cllr Barrow asked Cllr Buxton to investigate water coming off the old show field at Langford Bridge.  Clerk to complain about road between Dunkeswell and Gypsy Cross, Langford Bridge to Windgate Hill and chase the Bridge department about the road edge in the old village.

4.1        Mr Barrow reported that the bridge has been put in on footpath 7 to a high standard by DCC footpaths. 

DCC - Commons Act – Further to correspondence received in 2008 in which DCC served notice that they are now the Commons Registrations Authority for Devon (as part of a trial to test part 1 of the Commons Act 2006). An even is now being held with further information about the Act, and types of application that landowners and commoners can now make to the Commons Registration Authority. Village Greens will also be covered. The evening will be in March or April and they will also be attending the County Show to publicise the changes. RSVP 13th February 2009 using the attached form (final date will then be confirmed).

 

 

 

COMMUNITY FACILITIES   

Community policing report – PC Vickery/PCSO Anning – nine crimes – one sexual assault (man charged), two assaults at a care home and six criminal damages which may have been youngsters who’d been to a party.

Playgrounds/Sports field/ Allotments – More funds are being sought for equipment. Lease is still awaited.

Halls – no report this time
