DUNKESWELL PARISH COUNCIL
Minutes for a meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm, Monday 21st February 2011 at 7.30pm.
Present: Cllrs Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman), Cllrs Mrs B Russell and Mrs V Keitch, Mssrs M Stevens, B Procter, A Luscombe, County Councillor Mr Paul Diviani, District Councillor Mr Bob Buxton, PCSO Anning 30012 and three members of the public.
Apologies: Cllr C Sumpter and PC Vickery 4783.
All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).
Minutes of the previous meeting held in the Village Hall on 17th January 2011 were signed as a correct record of that meeting. AGREED

10/2327/FUL Land North Of Powells Way Powells Way – COMMENTS: The parish councils comments are unchanged towards this application and they feel that this is over development and restricts the access to the rear of the existing houses.
11/0101/FUL Stentwood Farm - Construction of north wing extension (amendments to 03/P3075) and change of use of same to A3 (restaurant and cafe) use. COMMENTS: The parish council have no objection in principle, but are concerned over the safety of further numbers of vehicle movements from this access and also that the use class should be ancillary only to a bakery and conditioned that any use class beyond A3 would need a separate permission.

Enforcement
Dunkeswell Airfield Hedgerow Replacement Notice issued – this has now been resolved.
Parish Plan – the plan has been sent to the parish council for approval. This was circulated and comments returned, commending the plan team on their input and the plan they have produced. The plan will be sent to every household in the coming months.
Matt Dickens EDDC has contacted the clerk to ask if Dunkeswell would be interested in being named in an EDDC bid to the Government to be one of 13 Districts in a trial of producing a Neighbourhood Plan. AGREED.
Dunkeswell Conservation Area – Stephen Guy has requested a response from the PC on an alternative proposal for a conservation area covering the centre of the old village. This would not include any of the airfield area or business parks. The response as it stands only recommends that the original boundary proposal is not supported. They therefore seek a response from the PC on a reduced boundary only covering the village, the position of this boundary could then be discussed. It was agreed to ask for a full explanation of the differences between a Conservation Area and the current AONB status and this will be put in the parish magazine asking people for a response as to whether they would like to be formally consulted on this.
Royal Oak – a public meeting was held on 15th February in Throgmorton Hall at 7pm to discuss the future of the pub. The owners have said they would like to retire and the premises are to be sold, a group has been formed to look at saving the pub and keeping it as a licensed premise.
HIGHWAYS AND TRAFFIC
To receive issues to report – pothole at entrance to Culme Way, Green Lane and on road past Stentwood.
Winter salting/gritting – Six new salt bins have been installed around the parish at the expense of the parish council. Cllr Barrow reported that DCC are now reneging on their offer to fill bins installed by parish councils, this extends to many parishes and over 500 bins. We await a final decision on this. Cllr Barrow also attended a gritter demonstration, it was agreed that gritters should be costed up to a maximum of £1500, ideally a grant can be obtained to purchase it via the DCC Locality Budget.
SWH Road Closure – Limers Lane Monday 21st February 2011 and Friday 25th February 2011 Diversion will be short – left to the Smeatharpe Road so minimum disruption.
Community policing report – PC Vickery/PCSO Anning – six a crimes, one ‘burglary other’ on Highfield Estate, where an up-and-over garage door had an attempted forced entry, an incident of taking of vehicle without consent from a care home (car found undamaged), four linked crimes were a theft of a motor vehicle, a shop lifting for food, a further taking without owners consent where a vehicle was taken on a test drive and not returned, the man was then also charged for driving without a licence.
Playgrounds/Sports field/ Allotments/halls – Making Local Contract for funding has now been signed, the strimmer has been purchased, it was agreed that Cllr Barrow will lay a base for the shelter, which as been ordered. The BBQ area was discussed, and it was proposed that the BBQ will be an area for people to take their own BBQs.
Emergency Plan – is being finalised for circulation with the parish plan.
TRIP Honiton – email received ‘In the light of possible bus cuts for East Devon and the Blackdown Hills, TRIP is considering establishing a regular two or three day per week fully accessible minibus service running throughout the area, operating to a flexible (within limits) route and timetable bringing people from the area into Honiton and taking them home. The aim is to give people at least 2 hours in town and we are considering running three circular trips per day if there is sufficient demand. The plan would be to operate the service on Tuesdays, Thursdays and Saturdays to tie in with the Honiton Market and would probably have a morning, lunchtime and afternoon run. To set this service up we need your help. We urgently need to know a rough indication of the possible number of people who might use the service and would very much appreciate your input and advice on this.’ It was felt we could not offer a sensible reply until the cuts were announced.
Funding – no applications received
Receipts - £1000 has been granted to the parish Council by Mr Carl Throgmorton to celebrate the Royal Wedding in April. It was discussed that mugs were a traditional gift for the 150 children in the parish, and it would be preferable to find a locally made product. Honiton Pottery are doing a mug but it was not very tasteful and quite expensive.
