Minutes for the Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm on Monday 18th July 2005.
Present: Mr G Sworder
(Chairman), Mrs B Russell, Messrs J Barrow, Mr C Sumpter, M Stevens, B Procter,
A Luscombe, County Councillor Mr Roger Boote and no members of the public.

1 Minutes of the previous meeting held in the Village Hall on Monday 20th
June, 2005 were signed as a correct record of that meeting.
Clerk requested
an amendment to the June 2005 minutes to read as follows under ‘Finance
8.1’:
Accounts for agreement and summary APM and audit commission. Internal audit
is completed and the audit forms were signed. There were two points raised
by the Internal Auditor Mr Marshall; VAT was not reclaimed on an invoice recharged
by Mr Barrow for items from Mole Valley and it appears by invoice numbers
that there is one invoice unpaid to Cut and Trim. The Clerk is to check these
two items and rectify the situation by the most appropriate means. The Parish
Council expressed their thanks to Mr Marshall for his continued support in
auditing the accounts.
2 PLANNING
2.1 EDDC Decisions - (for information)

to meeting due to EDDC time constraints. Recommended for approval by Mrs Russell,

05/1675/FUL WIMS (UK) Ltd., Highfield Community Hall, Culme Way – 14
residential units, community Facilities and associated works. No objections
were raised – returned prior to meeting due to EDDC time constraints,
however it is understood that this application has been withdrawn. Recommended
for approval by Mrs Russell, seconded by Mr Stevens and unanimously agreed.
05/1558/FUL Mr Watkins, Beechwood Farm – Extension to dwelling to form
annex. Recommended for approval by Mr Sumpter, seconded by Mr Barrow and unanimously
agreed.
05/1733/FUL Mr and Mrs Mogford-Abbot, 2 Powells Way – conservatory.
Recommended for approval by Mr Sumpter, seconded by Mr Barrow and unanimously

4 HIGHWAYS AND TRAFFIC
Traffic order Tower Way – in consultation.
Letter sent to Ian Harrison(Deputy County Environment Director) regarding
the possibility of purchasing MoD land for a future bypass. Reply received
stating Crichel Down Rules would apply. Clerk to reply asking to be kept informed.
Community Speedwatch – 10 volunteers are now trained and ready to commence on the 1st August 2005. This is the first such scheme to be run in Devon and it is hoped that it will have an effect on the speed of vehicles through the village.
Safe Lanes – a pack is awaited from the Blackdown Hills Rural Partnership.
Highways to be contacted by clerk as the sign at Limers Cross needs cleaning, Wellsteps was yet again not cut with the rest of the roadside trimming, the BT and SWW covers outside the old police house are still unrepaired and the gulley at Deep Cut is once again blocked (it is recognised that there is a long term dispute between Highways and EDDC as to whose responsibility this is). It has also been asked that DCC make it clear in their signposting from the A303 that the caravan park is not to be found at Wolford Chapel.
A303 road closure – letter received from InterRoute informing of a 16 week road closure on the A303 at Marsh. The road will be closed from 5th September to 16th December 2005 and there will be a diversion eastbound via Staple Hill and west bound via Combe St Nicholas and Yarcombe. The road is to be closed to work on subsidence prevention.
5 FOOTPATHS
AND BRIDLEWAYS
Mr Barrow has topped all paths and installed a further gate on path 14.
6 COMMUNITY FACILITIES
6.1 Playground safety inspections – various points were raised by inspections
– it was agreed all points would be addressed as appropriate.
6.2 Halls – Community Hall six month licence has been granted which
expires on 12th November 2005.

8.4 Rural Aid work extension granted – invoices for Country Windows and FRM to be submitted and work inspected by EDDC and a claim made for the £2500 granted towards the work. The Village Hall Committee had also raised £2400 towards the build. Mr Sumpter explained that in his absence the builders had added a new slated roof over the extension which had resulted in a significant price increase. It was decided that the builder should be approached to negotiate on the total of his invoice as it was, in effect, not work that had been instructed. It was agreed that the extension was very well built, and that Mr Sumpter had once again made a valuable contribution in his work for the hall. The current total for works stands at £8907.
