PARISH COUNCIL
Minutes for a meeting of Dunkeswell Parish Council held in the Village Hall on Monday 18th July 2011 at 7.30pm.
Present: Cllrs John Barrow (Chairman), Beth Russell and Vanetta Keitch, Brendan Procter,
Andrew Luscombe, Philip Stevens, County Councillor Paul Diviani, District Councillor Bob Buxton, PCSO Anning 30012 and two members of the public.
Apologies: Cllrs Geoffrey Sworder (Vice Chairman), Donna Delamain and PC Vickery 4783, as well as Mr Michael Buck (member of the public)
All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).

- Decisions (noted for information)
- 11/1100/FUL Allotments, Liberator way – permission granted for 15 sheds
- 11/0649/LBC Summerlands – permission granted for replacement windows
- Applications (for comment – support or objection)
- 11/1314/FUL Abbey Mill Farm - Construction of replacement single storey (link) extension and 4no. dormer windows. Comments: no objections.
- 11/1198/FUL Royal Oak Inn - Construction of dwelling including retaining structure to rear. Comments: The parish council would like to see a site survey to prove the stability of the site before returning comment, as they are mindful that if this site requires major works a building may end up much higher than the current application and become a major visual intrusion as is the property to the north of the pub which was finally constructed on a raft due to green sand, and therefore many feet higher than permission was first granted for. In consideration that the village will shortly be designated a Conservation Area if any permission is granted, it will need to be sympathetic to the current built environment and not intrusive.
- Tree Applications (for Decision)
- 11/1171/TRE 17 Bluebell Road – fell one ash DECISION:
- 11/1224/TRE 58 Jenwood Road – reduce crown by 20% and reshape 10 beech, remove lowest southern first order branch to achieve crown lift. DECISION:
- Parish Plan – update - meeting with EDDC scheduled for 21 July 2011 09:30-10:30am
- Old village of Dunkeswell Conservation Area – Manleys Lane residents did a survey and of all the residents who replied 87% would like to be included in the conservation area (50% of households).Although the CA will need to go ahead as it was consulted on in this instance the Parish Council will aim to widen the boundary to include Manleys Lane at the next review , which should be no more than three years away but might be sooner.
- HIGHWAYS AND TRAFFIC
- To receive issues to report – Drains outside the Police House to Percy Cross and Den -Mau there are three drains which are in desperate need of clearing. Clerk to report again.
- Gritting – A grant of £1000 has been received to enable the parish council to purchase a towed gritter, Cllr Barrow to advise on best option for purchase. It was decided to order a towed gritter from CJ Keitch – it will be a Fleming FSC 180T with 213kg hopper at £875 plus VAT.
Cllr Barrow has had contact from DCC who will offer up to 5 tonnes of salt to spread.
- Manleys lane – Ph 1 was adopted on 12 March 2011 clarification was sought and there were two phases to the adoption, but it has in fact been adopted completely now.
FOOTPATHS AND BRIDLEWAYS
Report from Cllr Barrow – nothing to report.
ENVIRONMENT
Emergency Plan – nothing to report.
COMMUNITY FACILITIES
- Community policing report – PCSO Anning – There have been five crimes; criminal damage at Limers Lane deliberately driven over, criminal damage on Highfield estate where neighbour removed fence, a burglary other where cycle was stolen and a theft of scrap metal from an open fronted garage, as well as a crate of milk stolen from outside an industrial unit.
- Playgrounds/Sports field/ Allotments/halls – Play inspections received (for action) The names of the children seen vandalising the picnic table on the playing field were given to PCSO Anning. Parishioners are urged to report any vandals or antisocial behaviour to parish councillors, the clerk or ideally PCSO Anning or PC Vickery. Cllr Russell will consult with Cllr Sworder and order cricket nets. Cllr Russell also expressed concern that the lease was not yet signed and will ask Cllr Sworder if this has yet been completed.
- Queens Diamond Jubilee – 2nd June 2012 possible ways to mark the occasion including the lighting of beacons (for discussion at next meeting).
