Minutes for the Meeting Dunkeswell Parish Council to be held in the Village Hall at 7.30pm on Monday 21st June, 2004.
Present:

Apologies: Mr C Sumpter and PC Lea.
1 Minutes of the previous meeting held in the Village Hall on Monday 10th
May, 2004 were signed as a correct record of that meeting. Proposed by Mr
Barrow seconded by Mrs Russell and unanimously agreed.
2 PLANNING
2.1 East Devon District Council Decisions
04/P0734 Turbury Farm - permission granted for replacement agricultural workshop/store.
04/P0745 10 Kennedy Way - permission granted for conservatory.
04/P0985 25 Simcoe Way - permission granted for replacement conservatory
04/P1015 Old Highwood Farm - permission refused for new driveway to serve
holiday cottages
04/P1043 Millbrook Cottage - permission granted for garage/workshop, access,
store
Applications
2.2 04/P0078 British Light Aircraft Co. Ltd. - change of use - hangar from
storage to assembly of aircraft/ extensions/alterations. EDDC were still awaiting
a response to their request for information. Copy letter Gary Powell (Highways)
to EDDC - discussing the possibilities of funding for works at Chapel Cross,
or a footpath link to Manley’s Lane. The Parish Council still feel that
a better proposal would be an extension of the footpath within the hedge on
the Hutshayes side of Chapel Corner. Mr Powell has also requested a meeting
with the Parish Council to further discuss the Community Travel Plan. Meeting
to be arranged for Thursday 1st July 2004.
2.3 04/P0484 Dunkeswell Kart Racing Club - formation of extended track. Amendment to plan received 5/3/04. Further information still awaited.
2.4 04/P1221 WIMS (UK) Ltd., Culme Way - 30 residential units, parking, community facilities, extension to doctors surgery and pavilion. Mr Sworder has suggested that a district heating scheme be included in the proposal in addition to the previous comments returned. Consultation within EDDC is continuing.
Copy letter from The Blackdown Practice to EDDC clarifying that they have not been consulted on the proposal to offer them extended facilities and confirming that they do not at present require the additional space offered. In addition the Surgery are concerned that there has been insufficient consultation and that there is insufficient public transport, and that although being generally supportive of this type of housing, that this development may be situated too far from home care, nursing and other caring facilities.
2.5 04/P1214 Mr Holland and Ms Cole, Fishponds House - Marquee change of condition 2 to extend the time limit from permission 03/P0300. Returned with no objection due to EDDC time restrictions. Proposed for approval by Mr Barrow, seconded by Mr Procter and unanimously agreed.
2.6 04/P1189 WIMS (UK) Ltd., Units 13.14 and 18b - 18j Flightway - live/work industrial units incorporating living accommodation. The Parish Council were against the original work/live unit granted, as they forecast that this would set a precedent, Mrs Little assured the Parish Council at a recent meeting that no more work/live development would be approved by EDDC. The Parish Council feel that the size of housing within these units will encourage families. An industrial estate is no place for children to play, with lorries reversing and other dangers, therefore ask the District Council: in the likely event that a child is injured who will be responsible for the litigation claim? In addition, there were further concerns over the sewage arrangements for further housing and the capacity of the current system to handle the increased volume. Proposed for refusal by Mrs Russell, seconded by Mr Guest and unanimously agreed.
2.7 04/P1242
Mr and Mrs Pidsley, Southhayes Farm - replacement garage.
The above application was returned prior to the meeting by the planning committee
with no objection due to time restrictions imposed by EDDC. Proposed for approval
by Mr Procter, seconded by Mr Luscombe and unanimously agreed.
2.8 04/P1240WIMS (UK) Ltd. Unit 1A, Flightway -living accommodation. For all the reasons given above in objection to application 04/P1189 it was felt that any extension to the living accommodation already in existence on this unit would be inappropriate and unnecessary. Proposed for refusal by Mrs Russell, seconded by Mr Guest and unanimously agreed.
2.9 04/P1238 Mr Ormsby de Encourt, Ball Knapp - detached garage. This application should be refused as the property was newly built, incorporating a large double garage, which the owner immediately applied for permission to integrate with the house. Proposed for approval by Mrs Russell, seconded by Mr Barrow and unanimously agreed.
2.10 04/P1270 Mr Bell, The Tower, Marcus Road - extension of building and variation of condition 88/P0857. Although there were no objections to the extension of the building, the Parish Council are against all work live arrangements within industrial land, therefore this application was proposed for refusal by Mr Barrow, seconded by Mr Luscombe and unanimously agreed.
2.11 04/P1291
Ontario Heritage Foundation - provision of ramped access to the building.
The above application was returned prior to the meeting by the planning committee
with no objection due to time restrictions imposed by EDDC. There were no
objections to this application, proposed for approval by Mr Luscombe, seconded
by Mr Barrow and unanimously agreed.
2.12 04/P1325
WIMS (UK) Ltd. units 19 & 19a, Flightway - (replaces 03/P1984) 23 industrial
units (B1, B2, B8). Further information is awaited by EDDC in response to
Alan Paynes letter of August 2003.
2.13 EDDC letter requesting Parish views on proposed removal of phone boxes
by BT by 12th July 2004. Copy of response to BT has been forwarded by clerk.
(BT - letter received acknowledging ours of 20th May 2004, a full answer will
be supplied at a later date).
2.14 04/P1488 Mr Reeves, 10 Culme Close - PVCU Conservatory. There were no objections to this application, proposed for approval by Mr Luscombe, seconded by Mr Barrow and unanimously agreed.
2.15 04/T0045 Mrs Elmes, 1 Foxglove Close - reduce height of line of beech trees. Mr Barrow to inspect and return recommendation to planning committee.
2.16 04/P1504
FIMS (UK) Ltd. (contractors), Flightway - temporary permission for compound
offices and storage containers duration 3/4 years. This application is outside
the limit of the industrial area on the disused runway, it is felt that there
is adequate available industrial land to house the requirements of the company
and enforcement should be alerted to ensure that the illegal use is discontinued
as soon as the application is refused. Proposed for refusal by Mrs Russell,
seconded by Mr Barrow and unanimously agreed.
Copy letter to EDDC from neighbour objecting to application 04/P1061 Woodstock
Timber Products.
2.14 Licences
Mr Reed, Abbeywood Farm - Tug-o-war, music and dancing 7pm - 1.30am Friday
16th July 2004. No objections raised.
2.15 Appeals
Shute Farm - appeal allowed for Ms S Furnival against the decision of EDDC
to refuse permission for agricultural dwelling.
Ball Knapp
- appeal against refusal of 1.65m fence.
03/P2407 WIMS Units 11, 11a & 12 (splitting of unit to form smaller units)
- appeal lodged by applicant as a result of non-determination within eight
weeks of application (date applied September 2003). Representations by 30th
June 2004 to Planning Inspectorate.
03/P2291 WIMS units 13 & 15 Flightway (amendment to include living accommodation) - appeal lodged by applicant as a result of non-determination within eight weeks of application (date applied September 2003). Representations by 24th June 2004 to Planning Inspectorate.
04/P0016 Mr K Purkess, Storage and sale of caravans - appeal against refusal of permission. Representations by 5th July 2004 to Planning Inspectorate.
2.16 Parish
Plan - Reply received from Claire Rodway, updated version of plan circulated
for inspection and will be returned with a request for adoption as Supplementary
Planning Guidance by EDDC.
2.17 Enforcement
Letter updating the Parish Council on enforcement action against land owner
re Rally School. Enforcement Notice served on 30th April 2004 (this will take
effect on 31st May 2004 requiring the landowner to comply within three months.
The notice requires that all surfaced areas made in connection with the Rally
School be removed (bar the original runway), all temporary buildings, vehicles,
tyres and earth bunds be removed, and finally that the land be restored to
its condition prior to the unauthorised use as a rally school. Unless the
applicant appeals against the notice a follow up inspection will be made during
the week commencing 30th August 2004.

3 HIGHWAYS AND TRAFFIC
Clerk to arrange meeting with Gary Powell to finalise CTP and discuss British
Light Aircraft application.
It was requested that the clerk clarify the circumstances of the three recent
accidents in the village with PC Lea.
4 FOOTPATHS
AND BRIDLEWAYS
Report from Mr Barrow - all footpaths are inspected and new gates and other
items are to be delivered from Highways shortly.
5 ENVIRONMENT
The lengthsman will be in the village tomorrow. Mr Barrow asked for any jobs
which have been noted.
6 COMMUNITY
FACILITIES
6.1 Community policing - There has been some vandalism reported after Friday
nights event at the Aircentre. The flashing speed sign was smashed, the notice
board in the old part of the village was stripped, there were also plants
and ornaments taken and vandalised on Highfield.
6.2 Internet access - DCC are prepared to donate £1000 towards providing a local internet access point, The Fish Plaice has been approached and is interested in the proposal. Mr Sworder is to finalise the arrangement.
6.3 Tony Mogford has made the necessary play ground safety inspections this summer (report enclosed for consideration). Mrs Russell is to discuss action with DCP&LG and seek funding for work as necessary.
7 FINANCE
7.1 EDCC - Community Champions Fund Southwest. DFES have allocated a fund
of up to £2000 for grants to individuals and groups with ideas that
will make a difference in their community. Applications by 30th June 2004.
Mrs Sworder was proposed, forms to be returned by Mrs Russell.
7.2 South West Airfields Trust - 60th Anniversary of D-Day - Blackdowns WWII Airfields of Smeatharpe, Dunkeswell and Culmhead 5th - 12th June 2004. Letter requesting a modest contribution to help defray expenses. It was agreed that a donation of £50 should be sent.

8 QUESTIONS FROM THE PUBLIC
The meeting was closed for questions from the public.
Mr Clist asked about the sewage arrangements for the proposed work live developments
on Flightway, as he already had concerns over the water quality in the Madford.
He also asked if access could be gained to the development from Abbey Road.
Mr Sworder explained that the Environment Agency could be called at any time
to test the quality of the water if there was suspicion of pollution. If permission
is granted for the units there would not be access on to Abbey Road and sewage
arrangements would be taken into consideration by the District Council.
