Minutes for a Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm, Monday 18th June 2007.
Present: Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman),
Cllrs Mrs B Russell and Mrs V Keitch,
Mssrs Mr C Sumpter ,M Stevens, B Procter, A Luscombe, County Councillor Mr
Roger Boote,
District Councillor Mrs M Boote, PC Vickery 4783 and two members of the public.

All councillors are politely reminded of their obligation to
declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided
for in Section 11A(2) of the National Parks and Access to the Countryside
Act 1949 (National Parks) and Section 85 of the Countryside and Rights of
Way Act 2000 (AONBs) that in exercising or performing any functions in relation
to, or so as to affect, land, they shall have regard to their purposes (ie
conserve and enhance their natural beauty, wildlife and cultural heritage
and to promote opportunities for the understanding and enjoyment of their
special qualities by the public).
1.1 Minutes of the previous meeting held in the Village Hall on Monday 14th
May, 2007 were signed as a correct record of that meeting with one amendment
that a cheque was paid for £276.13 to South West Water for the connection
of a new supply to the allotments.
2 PLANNING
2.1 Decisions (for information)
07/0943/FUL Orchard View – permission granted for loft conversion with
roof lights and dormers
2.2 Applications (for recommendation)
07/1307/COU 1 The Laurels – change of use from garage to office RECOMMENDATION:
Refusal as this is an unnecessary change of use as there is plenty of vacant
office space on Flightway.
07/1371 4 Jenwood Road – partial demolition of fence and erection of
1.8m high close boarded fence in revised position RECOMMENDATION: Refusal
as this proposal is not in keeping with the open plan design retained by estate
(granted that there are other fences of this design being erected, but these
are only rear fences, not those to the fore of properties).
07/1325/COU Land at Liberator Way – change of use to play park, allotments,
BMX track, Multi Use Games Area (MUGA), including shelter, fencing and double
row of sheds for allotment holders use. RECOMMENDATION: none made, as the
whole council would need to declare an interest
07/1473/FUL Oaklea – demolition of agricultural building, replace with
stable, track and out door ménage, change of use from agricultural
to keeping horses. Mr Barrow declared an interest and did not vote as he owns
the neighbouring land. RECOMMENDATION: Approval however three aspects need
attention – the report says this is a dead end and it is not, we are
concerned about horse and rider safety as this is a busy road and that the
visibility splay to the right of the entrance must be improved.
07/0906/FUL Royal Oak Inn – new four bed dwelling with garage (resubmission
of 06/2270/FUL). Mr Sumpter declared an interest as he was previously engaged
by the owners as architect. RECOMMENDATION: Approval
07/1621/FUL/FUL Land adjacent Park Lane – erection of new straw storage
barn. RECOMMENDATION: Approval

2.3 Letter sent to Stephen Belli Head of Development Control,
EDDC objecting to many of his comments was sent, this is the second time there
has been no reply to a parish council letter
2.4 Quality Parish Council Seminar was attended by Clerk and Chair and was
very useful with much information on new powers being passed down to parish
councils in the future (the Power of Wellbeing and Community Call for Action).
As well as information on Transition Towns scheme.
2.5 Wind Turbine Studies – Chair has brought reports on wind turbine
opportunities in the Blackdown Hills for councillors to study. Mr Procter
was asked to give a formal response to the BHAONB Partnership regarding flying
and wind turbines in the Blackdown Hills.
4 HIGHWAYS AND TRAFFIC
4.1 Safety Camera Partnership – still no further information received,
but Inspector Gale is to attend our next meeting
4.2 Clerk reported that Luppitt Parish Council have asked that we contact
land owners of Bywood and Bycott Farm to ask if they could clear overhanging
branched from the Smeatharpe road. Clerk to action.
4.3 Mr Procter asked clerk to contact WIMS regards paring back hedge over
the path at Flightway. Clerk to action.
5 FOOTPATHS AND BRIDLEWAYS
5.1 Report from Mr Barrow. Strimming is completed on all paths.
6 ENVIRONMENT nothing to report
7 COMMUNITY FACILITIES
7.1 Community policing report – PC Vickery/PCSO Anning – between
16/04/07 - 17/06/07the following crimes occurred: one dwelling Burglary –
an elderly male was distracted by a male outside him house. Unknown to him
at the time, another male was inside the house and stole cash from his bedroom
– this is classed this as a "Distraction Burglary". There
were two thefts – one involved money being taken from family member
– a juvenile was arrested and given a Reprimand, the other was an unroadworthy
horsebox stolen from isolated field. There were three thefts of Motor Vehicles,
one from Industrial Estate, one from Simcoe Way and the other from Abbey Road.
TWO of the vehicles have been recovered and returned to owners. There was
a theft from motor vehicle - a dog was stolen from the rear of an insecure
car. Since report, the dog has been located and returned to the owner. One
Criminal Damage - damage to inside of a house – a juvenile has been
arrested and charged to court. In addition to the above there were two assaults
related to Domestic Incidents. Someone was arrested at each incident and both
have been charged to court. The other three assaults are linked to one house
and enquiries are continuing. (one Non Crime Domestic Incident and three Non
Child Protection Incidents).
7.2 Playgrounds – Safety Inspection was carried out report has been
passed to DCP&LG virtually all items have been dealt with. The new park
attendant is to demolish the old shelter.
7.3 Sports field – soil is being sought onsite for the BMX track, works
have been organised to begin next week.
7.4 Halls – nothing to report.
7.5 Litter bins – nothing to report.
7.7 Housing needs survey – a consultation was held in the hall last
week, there were 20-30 answers to the last questionnaire. There are still
some objectors to the first proposed site, but other suitable sites surrounding
Highfield would be considered.
7.8 Allotments - water should now be connected.
7.9 School – Councillor Smith has still not offered a full reply, Cllr
Boote to chase and Chairman to write again.
