DUNKESWELL PARISH COUNCIL

Minutes for a meeting of Dunkeswell Parish Council to be held in the Village Hall on Monday 20th June 2011 at 7.30pm.

Present:           Cllrs John Barrow (Chairman), Geoffrey Sworder (Vice Chairman), Beth Russell, Donna Delamain, Brendan Procter, Andrew Luscombe, Philip Stevens, District Councillor Bob Buxton, PCSO Anning 30012 and five members of the public.

Apologies:       Cllr Vanetta Keitch, County Councillor Paul Diviani, PC Vickery 4783.

All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).

1.1       Receive apologies for absence AS ABOVE

1.2       Minutes of the previous meeting held in the Village Hall on 9th May 2011 were signed as a correct record of that meeting.   AGREED.

7.5       Bank signatory forms for completion – in the event that signatories change after the election clerk is asking for change of signatory form to be completed.
7.7       Power of Wellbeing - council to determine its own eligibility by resolution at a full council meeting, eligibility remains until the day before the annual general meeting after the next ordinary elections (up to four years).
Criteria:

Devon District Council.  The Vice Chairman is now Cllr Frances Newth. Cllr Paul Diviani was appointed as Leader of EDDC at the Annual Council on 25 May.  His Deputy Leader will be Cllr Andrew Moulding

7.10     EDDC Review of Polling Stations and Places – views sought on the location and facilities of the current station – clerk to tell EDDC that the Hall is very well equipped and completely suitable. For agreement

QUESTIONS FROM THE PUBLIC (The meeting to be closed before questions from the public).
A gentleman asked who should take farm mud off the road, it was confirmed that it was the responsibility of the farmer.
It was raised by several parish councillors that a parishioner has been seen on more than one occasion wearing her yellow high visibility jacket collecting litter around the parish.  She was commended for her action and the clerk is to write a letter of thanks, it was discussed that it would be greatly beneficial to us all if we could all take care of our environment a little.
