Minutes for the Meeting of Dunkeswell Parish Council held in the Village Hall at 8pm on Monday 21st March 2005.
Present:

M Stevens, B Procter, A Luscombe, District Councillor Mrs M Boote, PC Lea and
one member of the public.
Apologies: County Councillor Mr B Nicholson
1 Minutes of the previous meeting held in the Village Hall on Monday 21st February,
2005 were signed as a correct record of that meeting. Proposed by Mr Sumpter,
seconded by Mr Barrow and unanimously agreed.
2 PLANNING
2.1 EDDC Decisions - (for information)
04/3015/FUL WIMS (UK) Ltd., Unit 13 Flightway – permission granted garages/stores
for work/live units.
05/0133/TRE land adj.Royal Oak Inn – Permission granted for removal Holly
and Hazel trees
04/3042/MFUL Highfield – Permission refused for 28 dwellings playgroup/community
facilities
05/0215/FUL 29 Simcoe Way – permission granted for new conservatory
05/0057/FUL 18 b Flightway – permission refused for live/work unit
05/0473/TRE 36 Louis Way – permission granted to remove twelve ash trees
and replanting scheme
Applications

2.2.1. 04/P0484 Dunkeswell Kart Racing Club - formation of extended track. No
decision has yet been reached – EDDCs comments on the results of all reports
are awaited. (Copy of internal memo received EDDC Environmental Health Officer
to Glynn Thomas Planning Department – confirming that the noise levels
should not be increased by the extension of the track as there will be the same
number of karts racing, but that the length of the races will be increased thereby
increasing the duration of noise in Sheldon. Recommendation of condition; to
carry out works to reduce nose level to Sheldon by at least 20 dB (A) eg construction
of an earth bund/close coupled fence along east side of track. Mr Procter and
Mr Guest declared interests.
The following
block of four applications were returned prior to this meeting due to time restrictions
imposed by EDDC, proposed by Mr Barrow, seconded by Mrs Russell and unanimously
agreed.
2.2.2. 05/0473/TRE 36 Louis Way – remove 12 ash trees – recommended
for approval.
2.2.3. 05/0447/FUL Lloyd Maunder, Westerhope Farm, Long Lane – demolition
and reconstruction of dwelling. Recommended for approval.
2.2.4 05/0540/FUL Dunkeswell Kart Racing Club – formation of extended
track. Mr Procter and Mr Guest declared interests. Recommended for refusal as
this is a repeat application of 04/P0484, with no response to the Distict Councils
letter regarding noise limitation.
2.2.5 05/0510/AGR Higher Park Farm – agricultural access and track - recommended
for approval.
2.2.6 Permitted development – Higher Park farm – agricultural access
and track - recommended for approval.
2.2.7 05/0578/FUL
Ms Churchill, Highfield Garage – MOT workshop - returned prior to this
meeting due to time restrictions imposed by EDDC, proposed for approval by Mr
Barrow, seconded by Mrs Russell and carried with seven councillors now in favour
of this revised application and Mr Guest remaining against.
2.2.4. 2.2.8 05/0610/FUL Air Westward Ltd., Airfield Industrial Estate –
deletion of conditions 4 & 5 on planning permission 04/P0637 requiring removal
of buildings. Mr Procter and Mr Guest declared interests and retired after giving
information as requested. Proposed for approval by Mr Sumpter, seconded by Mr
Barrow and unanimously agreed.
2.2.9 05/0529/FUL Mr Pile, Higher Park Farm – conservatory. Proposed for
approval by Mr Stevens, seconded by Mr Barrow and unanimously agreed.
2.2.10 05/0656/FUL WIMS (UK) Ltd., Unit 1a Flightway – double garage.
It was felt that there was no need or purpose for this development, proposed
for refusal by Mr Barrow, seconded by Mr Luscombe and unanimously agreed.
2.2.11 5/0722/FUL Mr and Mrs Wilson-Webb, 1 Wulphere Close – replacement
conservatory. Proposed for approval by Mrs Russell, seconded by Mr Sumpter and
unanimously agreed.
2.2.12 EDDC Enforcement – Copy letter to owners Windwhistle farm –
the mobile home was to be moved by 1st March 2005, this has not been done and
so legal proceedings are to commence. A letter was set to EDDC saying that Mr
Giles could not afford to pay the £7,000 he had been quoted to move the
mobile home. EDDC thought this quote to be excessive and suggested he look elsewhere.
Licences –
EDDC Public Entertainments Licence - Janet Cole and Michael Hartley of Fishponds
House application for renewal of licence for music and dancing.

Community Hall. No objections. EDDC – Alterations to EDDC’s scheme
of delegated powers to determine applications; the following categories may
now be determined by the delegated system: All ‘other’ category
planning applications (eg conservatories, extensions, alterations to buildings),
all telecommunications applications where all parties agree the recommendations,
all Tree Preservation Order applications and revocation Orders. It was agreed
that we must observe strictly the 21 day limit for our responses to any application.

2 HIGHWAYS
AND TRAFFIC
Traffic order Tower Way – in consultation, has now been approved by the
Police. Clerk to report potholes around old village, entrance to Flightway,
Long Lane and Chapel Hill. The new 20mph limits have now been installed.
4 FOOTPATHS AND BRIDLEWAYS
Mr Barrow reported that two new gates have now been installed.
5 ENVIRONMENT
Clerk has reported litter on Abbey Road to Streetscene via Cllr Boote.
6 COMMUNITY FACILITIES
6.1 Community policing report – PC Lea reported that there had been five
crimes reported since the last meeting including; threats to damage property,
theft of a motor vehicle, break in at the spar shop, theft of gnomes from Catalina
Close. PC Lea had just attended an accident where a car which had driven off
the road into the ditch by The Cedars. The new community hand held speed detection
device has now arrived and training will commence shortly.
6.2 Internet access –Fish Plaices’ insurance (they are enquiring
whether it will be covered). There is theft cover for four years under the PC
World Business Performance Plan which was purchased with the computer (but no
damage insurance).
6.3 Playground safety inspections – Churchill Playground – swings,
surfacing quotes are being evaluated.
6.4 Quality Parish Status –accreditation panel awarded Dunkeswell Quality
Parish Status on 24th February 2005, we may now use the logo. Our ID number
is QC-02-05-000137. We were complimented on our Standing Orders and the way
the council communicates with parishioners. Reception to be held for local and
district council (and other bodies) Thursday 7th April 2005.
6.5 Sports field – an open meeting was held on Friday 25th February 2005
7pm in the Community Hall and funding is still being sought.
6.6 Notice boards – all three are in need of an annual overhaul and some
attention – Mr Sumpter to arrange.
6.7 Dunkeswell Childrens’ Play and Leisure Group – grant for grass
cutting agreed at £1038 for 2005-6.
6.8 Mr Broad has requested that Wellsteps be cut regularly once the daffodils
have finished and the weeds removed from the gravel, as well as some attention
given to the bench. Mr Sumpter is to organise the renovation of the bench, Mr
Stevens to see to the weeds and clerk to remind Highways of the cutting requirements.

7.3 Rural Aid work – invoices need to be submitted and work completed by end of March 2005.
8 Ward Meeting – Chairman, Mr Barrow and Clerk attended the Dunkeswell Ward Meeting at Combe Raleigh on 7th March 2005. Two members of Dunkeswell Parish Council have been invited to attend a meeting with Kate Little and Mr Franklin EDDC at Combe Raleigh 7.30pm on the 21st April 2005, for questions on planning issues, recycling and other subjects. The next Ward meeting has been scheduled for Monday 5th September 2005 at Dunkeswell.
