DUNKESWELL PARISH COUNCIL
Minutes for the Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm on Monday 20th March 2006.
Present:

M Stevens, B Procter, District Councillor Mrs M Boote, PCSO Anning 30012 and
three members of the public.

In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).
2 PLANNING
2.1 Decisions (for information)
05/3233/MFUL Powells Way – permission refused for sixteen dwellings
and new vehicular access
06/0201/FUL Blossom Hill Caravan park – permission granted for play
area
06/0094/FUL Land adjacent Flightway – permission refused for footpath
06/0178/FUL 2 Barrack Lodge – permission granted for conservatory
2.2 Applications

Mr Procter declared an interest in the following two applications;
06/0241/FUL Dunkeswell Kart Circuit – race control tower
06/0319/MFUL
Dunkeswell Kart Racing Circuit – new pits, workshops and visitors/user
facilities.
Also amended plans for comment received 14th March 2006 – 14 days for
comment. Traffic survey has been received, as has a plan and prediction of
the sound barrier. The plan predicts a reduction in noise, but it is acknowledged
by EDDC that it would not be sensible to grant an application based on a prediction
in case it did not work. John Milverton has offered to come out for a meeting
and provide more data (EDDC are awaiting another meeting with Nigel Mansell).
It is recognised that many of the activities which are proposed need no further
permission than is currently held. The issue that this is a large new building
in an AONB and the visual impact should be assessed. It must be considered
there has to be some clear relationship between any 106 Agreements which are
proposed. Fence heights should be specified so as not to interfere with the
operation of the airfield and tannoy systems should be reduced in any event.
It was decided that a meeting between the planning committee and John Milverton
should be arranged.

units 4a and 3b Marcus Road – renewal of permission of 01/P0351 erection
of two light industrial units and change of use to car breakers /scrap metal
yard. Recommendation: APPROVAL
06/0490/FUL Beechwood Farm, Long Lane – extension to house pigs. Recommendation:
APPROVAL
06/0499/FUL unit 18G Flightway – retention of work live unit. For the
sake of consistency work live applications continue to be refused on the grounds
that living accommodation is not compatible with industrial development. If
the District council are minded to approve these they must start to consider
quality of life issues such as open space and play areas. Recommendation:
REFUSAL
06/0497/FUL unit 18D Flightway – retention of work live unit Recommendation:

06/0588/TRE 10 Le Marchant Close – reduce height of four beech trees
Recommendation: APPROVAL
2.3 Enforcement
– Chalet type bungalow unauthorised development beside work live units
to be reported to enforcement.
2.4 Housing Needs Survey – initial questionnaire returned.
2.5 Appeals –
05/1675/MFUL 14 open market residential units, community facilities and associated
works. Main issue was if the development made appropriate provision of affordable
housing and community recreational facilities. Appeal dismissed.
APP/U1105/A/06/2008771/NWF four dwellings together with club facilities for
existing bowling and tennis club and extension to community facilities at
Highfield (05/2655/FUL). Written representations by 6th April 2006.
6 Powells Way – Letter enforcement asking for parish councils view on
the Inspectors decision. Reply sent confirming that the Parish Council agreed
with the inspector’s decision.
Windwhistle – two appointments have been cancelled by the applicant,
a final appointment has now been arranged for full inspection.
2.6 East Devon Local Plan; Inspectors Report for Part 2 of the Local Plan

Royal Oak pavement – email from Meg Booth, she is currently costing
the works and will be in touch soon.
Manleys Lane sign, request for new sign will not be processed until adoption
is completed.
Road closure – 6th – 26th March 2006 between Fancy Farm and the
Village Hall, to enable Gleeson to lay a sewer. Also full notice allowing
closure for up to 18 months from 27th March 2006, (anticipated completion
time two months).
Clerk to report water damage to road by playing field and need for proper
drains to be installed. Also streetlight number 24 by the Chapel is staying
on all day. The very large pothole on Percy Hill has already been reported
by the clerk.

6 ENVIRONMENT
7 COMMUNITY FACILITIES
7.1 Community policing report – PCSO Anning – one theft from skip
and one child protection incident. The Speedwatch has now been operating for
six months and a report has been filed to the Chief of Police. If the report
is approved then it will be down to the Parish Council to purchase equipment
and keep the watch going.
7.2 Playground safety inspections – New Century Park 2005/6 under spend,
projected cost for 2006/7 is £876 this was agreed as a donation.

8.4 Community
Council of Devon – earlier this year Dunkeswell Parish Council took
part in a survey of outdoor play
and sport equipment. We were randomly selected and have won a prize draw of
£200 to spend on outdoor play equipment. Chased yet again, meant to
be getting back.

8.5 EDDC Annual Parish Councils Meeting Wednesday 29th March 2006 –

8.6 Community Internet Access – DCC have sent the parish £280
towards the running costs of the community
access computer provided that a total of at least two hours per week are offered
free of charge to the public. It was suggested that his may be to young children
or as 15 minute trial slots at the discretion of the parish council.
