DUNKESWELL PARISH COUNCIL
Minutes for a Meeting of Dunkeswell Parish Council held in the Village Hall
at 7.30pm on Monday 19th March 2007.
Present: Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman),

B Procter, R Jones, County Councillor Mr Roger Boote, District Councillor Mrs
M Boote and two
members of the public.

All councillors are politely reminded of their obligation to declare interests
under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided
for in Section 11A(2) of the National Parks and Access to the Countryside Act
1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act
2000 (AONBs) that in exercising or performing any functions in relation to,
or so as to affect, land, they shall have regard to their purposes (ie conserve
and enhance their natural beauty, wildlife and cultural heritage and to promote
opportunities for the understanding and enjoyment of their special qualities
by the public).
1.1 Minutes of the previous meeting held in the Village Hall on Monday 19th
February, 2007 were signed as a correct record of that meeting.
2 PLANNING
2.1 Decisions (for information)
06/3398/FUL Rosemary Cottage – permission granted for amended plans for
two storey extension
2.2 Applications (for recommendation)
07/0353/COU Garages at Culme Way – alterations to previously approved
dwelling (06/1806/COU) altered plans. there are no particular concerns over
the amendments, the parish council would like to reiterate concern at temporary
loss of parking spaces and request a condition be placed to prevent any recurrence
in future. RECOMMENDATION: APPROVAL with condition to prevent use of parking
spaces becoming part of the curtilage of the houses.
07/0614/TRE 19 Louis Way – fell one ash tree RECOMMENDATION: APPROVAL
07/0590/FUL Unit 13, Flightway – retention of security fence RECOMMENDATION:
APPROVAL provided the access gate is moved back to the building line. There
are no objections to the height of the fence as it is not next to as useable
highway, so would not obstruct any visibility. (The parish council would like
to refer the planning officers to their own file note dated 17th January 2007
on agreements made between applicant and planning officer at a site visit).
06/3351/FUL Dunkeswell Kart Circuit – retention of pits and car parking
area – Following a long debate at a previous EDDC planning meeting this
application has been referred to the district councils planning inspection committee.
An informal site visit with ward members, officers and parish council representatives
will take place on Friday 23rd March 2007at 10am. The public meeting at the
Knowle at 2.30pm on the same day will make a decision. The applicant, supporters,
objectors and the parish council will be allowed to speak for three minutes
each at this meeting.
EDDC – Quality Councils involvement in planning – The report proposing delegation of decisions on tree matters and advertisements was considered by Executive Board on 14th March 2007. It was recommended for approval by the full council.

4 HIGHWAYS AND TRAFFIC
4.1 Safety Camera Partnership - letter received explaining that if it is identified
that ongoing enforcement is the appropriate route they will review the best
approach to tackle the problem. This has been initiated with their officers
and it is stated that they should be able to update us on progress. Clerk to
ask for an update.
5 FOOTPATHS AND BRIDLEWAYS
5.1 Report from Mr Barrow. Nothing to report.
5.2 Uffculme Environmental Landfill Grants- clerk has contacted the company
and the bridge on the footpath by Riverside Cottage could be an eligible project,
although there is no guarantee an application would be successful as the board
will prioritise the various applications made within their available budget
(about £200k per annum). A third party sponsor must be found to pay 10%
of the project cost. They will not fund a project which is a council’s
statutory duty to fulfil.
6 ENVIRONMENT
7 COMMUNITY FACILITIES
7.1 Community policing report – PC Vickery/PCSO Anning – since the
last meeting there have been three crimes- a theft from a non secure building
site (jack hammer and hose), non dwelling burglary (chainsaw and blower) and
a theft of money stolen by a child from a staff room.
7.2 Playgrounds – Dunkewell Childrens’ Play and Leisure Group have
requested a grant of £1160 towards maintenance of the New Century Park
for 2007/8. AGREED for payment in April.
7.3 Sports field – EDDC have bid for Big Lottery Play funding for all
weather surfaces and playgrounds in Colyton,
Dunkeswell, Feniton, Lympstone and Otterton, as well as a mobile play scheme
for the whole district and and environmental play trail for the new public land
at Battishorne, Honiton.
7.4 Halls – Grant requested to cover costs of a new fire extinguisher
and electrical checks. AGREED to grant £200.
7.5 Litter bins – Andrew Hancock of Streetscene has asked that we monitor
the bins we have to ensure that Sita are fulfilling their contract in emptying
them before they provide more – they have promised to review the situation
in a month or so when we have reported when any bins are overflowing.
7.6 Housing needs survey – a meeting with Magna Homes and CCD is being
held on the 4th April to discuss progress on the affordable homes scheme.
7.7 Allotments - There are now 26 applicants for allotments and Upottery Parish
Council have offered that people may apply for space on their spare allotments
if they would like.
7.8 School – Cllr Smith the Portfolio holder for Education DCC has sent
an interim reply to our letter of 3rd February 2007 saying he will respond in
full shortly when he has had reports from his team.
7.9 Community Council of Devon – ‘Making Devon Better’ meetings
are to be held on 22nd March at The Institute, Ottery St Mary between 1.30 –
3.30pm and 22nd March at All Saints Hall, Exmouth between 6.30pm and 8.30pm
– these are for all members of the public to attend as well as parish
