DUNKESWELL PARISH COUNCIL

Minutes for the Annual General Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm
on Monday 10th May, 2004.

Present: Mr G Sworder (Chairman), Mr A Guest (Vice Chairman), Mrs B Russell, Messrs C Sumpter, J Barrow,
M Stevens, Mr Procter, A Luscombe, District Councillor Mrs M Boote and three members of the public.
Apologies: PC Lea, County Councillor Mr B Nicholson

1 Minutes of the previous meeting held in the Village Hall on Monday 19th April, 2004 were signed as a correct record of that meeting. Proposed by Mr Luscombe, seconded by Mrs Russell and unanimously agreed.

It was resolved that all members of the Parish Council remain in their current posts for the forthcoming year.

All councillors are politely reminded of their obligation to declare interests under the Code of Conduct

2 PLANNING
2.1 EDDC Decisions - (for information)
04/P0428 Building 166 Airfield - permission granted
04/0169 The Cedars - change of use of land/garage - permission granted

Applications - (for recommendation)
2.2 04/P0078 British Light Aircraft Co. Ltd. - change of use - hangar from storage to assembly of aircraft/ extensions/alterations. Further information is still awaited from EDDC.
2.3 04/P0484 Dunkeswell Kart Racing Club - formation of extended track. Amendment to plan received 5/3/04. Mr Sworder is to attend a meeting on 21st May 2004 with Mrs Little (EDDC) and Sheldon Representatives to find out about the progress of this application.
2.4 04/P1015 Mr Baker, Old Highwood Farm - new driveway to serve holiday cottage development. There were no objections to this application, but Mr Barrow asked that it be stressed that good access by gate or style must be provided by the applicant as the new access will cut across a public footpath. Recommended for approval by Mr Procter, seconded by Mr Barrow and unanimously agreed.
2.5 04/P1043 Mr and Mrs Dyke, Millbrook Cottage - replacement garage & workshop, new vehicular access, new store revised 99/P0442. There were no objections to this application, recommended for approval by Mr Sumpter, seconded by Mr Guest and unanimously agreed.
2.6 04/P1061 Mr Fisher, Woodstock Timber Products, Unit 2 Westerhope Units - new storage barn and replace sawdust extractor hopper. Mr Barrow, Mr Luscombe, Mr Stevens and Mr Procter voted against recommending this application for approval, the majority against, it was resolved that although the dust hopper was perfectly acceptable, the applicant already has adequate buildings on this site that can be used and that a recommendation to refuse this application should be made to EDDC. A complaint is also to be made to EDDC about the appalling mess which has been created on the site
2.7 04/P1078 Ontario Heritage Foundation, Wolford Chapel - ramped access path. (LISTED BUILDING). There were no objections to this application, although Mr Barrow asked that it be specified that any excavations should be sympathetic to the underlying tree roots. Recommended for approval by Mr Guest, seconded by Mr Procter and unanimously agreed.
2.8 04/P1155 Mr and Mrs Kennard, High Dunscott - new tiled pitched roof over existing flat roof at first floor level. There were no objections to this application, (Mr Sumpter declared and interest in that he had prepared the drawings) recommended for approval by Mr Guest, seconded by Mr Procter and unanimously agreed.

2.9 EDDC - Local Plan 1995-2011 Revised Deposit September 2003 Draft Supplementary Planning Guidance relating to: Trees, Re-use of Rural Buildings, Open Space Provision in New Housing Development, Land North and South of Chapel Street, Honiton. It was decided to respond in support of the documents, particularly that relating to trees, which is logical and should have be implemented long ago.

2.10 Parish Plan - the revised plan has now been submitted to EDDC a response is awaited.(for information)

2.11 Enforcement - The placement of satellite antennae towards the road frontage at Highfield has been put to the Head of Planning under the delegated procedure where it was resolved to take no further action. (for information).
Copy letter from EDDC to SW Parkes re; 2 metre high fence at Manley's Lane, confirming that it could not be put in as a minor amendment and in addition it would be unlikely to be approved if submitted for permission as it has already been refused.
Clerk to check whether Enforcement have any new information on Ball Knapp fence and ask how Enforcement will deal with the reinstatement of the land to its former state as the occupants have now vacated and planning has been refused.
Clerk also to inform Enforcement of new track which has been created between Liberator Way and Louis Way.

2.12 WIMS reply to Parish Councils comments on revised scheme for Culme Way development. Mr Sworder to arrange a meeting with Mr Throgmorton to discuss his intentions further and clarify the content of the proposed new Section 106 Agreement as WIMS have said an application has now been submitted.

3 HIGHWAYS AND TRAFFIC
Highways - Road closure notice Tuesday 4th May and Wednesday 5th May 2004 Limers Cross to Highfield.
(for information)
Copy letter Highways to various consultees requesting views on 40mph speed limit Wolford Cross to Dunkeswell and 20mph limits within the village centres. (full plan enclosed). For information. Clerk to ask for limits to be further extended (20mph from Percy Cross to the old village as there is no pavement, 30mph from Mansell’s turning to the existing 30mph limit towards Percy Cross and 20mph from the junction adjacent to Coxes Hill Farm to Fancy Farm). Clerk to copy comments to PC Lea and Cllr. Nicholson.
Clerk to report potholes on Percy Hill, Madford Bridge, Green Lane and outside Marcus Road.

4 FOOTPATHS AND BRIDLEWAYS
Mr Barrow had nothing to report.

5 ENVIRONMENT

6 COMMUNITY FACILITIES
6.1 Mr Garrod has repaired the notice board and has suggested that the three boards should be re-varnished. (agreed, Mr Garrod to be asked if he has time to take the job).
6.2 Internet access - DCC are prepared to donate £1000 towards providing a local internet access point (further enquiries awaited - Chairman to approach the ‘Fish Plaice‘ to see if they might be interested).

7 FINANCE
7.1 EDDC - Rural Aid 2004/5 applications were invited by 10th May 2004 (maximum grant will be £4,000). Rural Aid 2003/4 finalised invoices must be submitted before 31st March 2004 for payment to be made. Applications have been submitted by the Village Hall Committee for £3,500 for the rebuilding of the back lobby and table storage area with disabled access and provision of several lighter weight tables and Dunkeswell Childrens‘ Play and Leisure Group (Children's Play grant) for £500 as part funding to renovate the Churchill Playground.(For information)

7.2 Community Hall - Mrs Russell had nothing new to report.

7.3 EDCC - Community Champions Fund Southwest. DFES have allocated a fund of up to £2000 for grants to individuals and groups with ideas that will make a difference in their community. Applications by 30th June 2004. (Nominations to be supplied by next meeting - clerk to check qualifications).

7.4 Adoption of Draft Standing Orders - updated Standing Orders which include reference to Code of Conduct as adopted 2002 proposed for adoption by Mr Sumpter, seconded by Mr Luscombe and unanimously agreed.

7.7 Letters of thanks for donations; Honiton Library Advice and Information Centre, Honiton and District Ring and Ride (also offering their service as currently only two people from Dunkeswell are using the service), East Devon CAB, Victim Support Devon (also asking for volunteers), Blackdown Support Group, Devon Youth Association.(for information)

8 CORRESPONDENCE
8.1 EDDC - Further to discussions held at the Annual Meeting of Parish Councils; letter asking how Parish Councils would prefer to be involved in helping the Council to develop its long term ambitions. (Reply requested in writing by 2nd June 2004). Reply to be sent asking that they continue with the Annual Meeting of Parish Councils and try a survey of all Parish Councils during the year in addition (clerk also to request enclosure not found).
8.2 Letter from resident of Foxglove Close regarding the rumoured sale of Lucy’s Land and asking that the parish council resist the removal of trees on that land if this be the case. Mr Sworder confirmed that nothing had been heard of this rumour.
8.3 Letter from resident requesting that an incident of a dangerously low flying military aircraft over Highfield be investigated and that they be asked not to do this again. Mr Guest and Mr Procter explained that this area had a special designation for low flying and nothing could be done to stop the military making these low manoeuvres. (clerk to reply).
8.4 BDHRP - invitations to nominate member to management group, it was unanimously agreed to nominate Mr Jackson, who is the current member from Combe Raleigh (clerk to return form).

9 QUESTIONS FROM THE PUBLIC
The meeting to be adjourned for questions from the public.

A member of the public had asked via a councillor whether the parish council could write to a resident of Highfield reminding him of the agreement and deeds of all properties on the estate that there should be no walls or fences, but borders should remain open plan in front of houses. This was agreed.
