DUNKESWELL PARISH COUNCIL

Minutes for The Annual General Meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm, Monday 12th May 2008.

Present:            Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman), Cllrs Mrs B Russell and Mssrs Mr C Sumpter,M Stevens, B Procter, A Luscombe and two members of the public.
Apologies:         Mrs V Keitch, County Councillor Mr Roger Boote, District Councillor Mr Bob Buxton, PC Vickery 4783, PCSO Anning 30012.

All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).

1.1            Appointment of Chairman and officers:

Tree and Footpaths Warden: John Barrow        All officers were unanimously agreed and accepted their posts.
           
1.2            Minutes of the previous meeting held in the Village Hall on Monday 21st April 2008 to be signed as a correct record of that meeting. AGREED.

2            PLANNING

08/0582/VAR Land to north of Old Highwood Farm – permission refused for variation of condition to holiday let to allow owners residential use of one unit.
08/0769/TRE 12 Potters Stile – permission granted for re-coppicing five ash trees.
08/0768/TRE 11 Potters Stile – reduce 8 beech trees/one ash (withdrawn)
08/0576/COU Highfield Community Hall – permission granted for change of use to form additional retail area and new community hall

08/1107/FUL 24 Walcott Way – erection of two-storey side extension
Recommendation: APPROVAL
08/1178/FUL Zwei Eschen, Greenlands – replace log cabin with double garage
Recommendation: APPROVAL
08/1179/TRE 1 Bluebell Road - fell two ash trees
Decision: APPROVAL conditional on replanting hedge line with two hazel.

2.2.1     Section 106 Agreement Highfield Centre and Powells Way – Signed copy received for information. Mr Sworder agreed to talk with Andy Carmichael to discover exactly what was intended.

Potholes still remain in places as reported during the last two months, but significant works are scheduled. Lengthsman should be in the parish as per rota.

Nothing to report.

 

COMMUNITY FACILITIES   

9.1            Community policing report – PC Vickery/PCSO Anning – two crimes, the theft of a motor vehicle and a dwelling burglary at residential care home (offender arrested and bailed).
9.2            Playgrounds/Sports field/ Allotments – shackles on swings in Churchill Playground were replaced by Mr Keitch without charge and Mr Sumpter is to put a piece of rubber tyre on a dangerous corner. The hole in the fence at New Century Park has been tidied. Other low and medium risks identified in the report were considered and it was decided no action was necessary at present. There are a number of allotments that have not been used, but there are new people taking these spaces.
9.3        Halls – Devon County Councillor Roger has confirmed that DCC have agreed a £2000 donation from his locality fund towards the kitchen.
9.4        MOD land surrounding airfield is to be sold, there are several bidders, but the MOD is particularly interested in who gets the land because of the listed control tower and other buildings, it seems likely that it will go to tender.
