Minutes for a meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm, Monday 18th October 2010.
Present: Cllrs Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman), Cllrs Mrs B Russell and Mrs V Keitch, Mssrs M Stevens, C Sumpter, B Procter, A Luscombe, PCSO Anning 30012 and no members of the public.
Apologies: County Councillor Mr Paul Diviani, District Councillor Mr Bob Buxton, PC Vickery 4783.
All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).
Minutes of the previous meeting held in the Village Hall on Monday 20th September 2010 were signed as a
correct record of that meeting. Agreed.

Letter received form Preliminary Planning Professionals Ltd regarding proposed primary school at Louis Way – copy letter enclosed as sent to EDDC on 27th July 2010 advising that EDDC have required a fee in order to discuss the matter further and this will be paid in order to receive pre application advice. Parish Plan – Mr Sworder had prepared a draft of the main points, actions and plan for consideration. The plan committee are preparing the preamble and statistics. The next meeting is on the 8th November 2010. members were asked to send any comments on the draft to the chairman.
Local Development Framework - Core Strategy Preferred Approach Consultation will be available for you to view and comment between the following dates: 06/09/10 17:00 End date: 30/11/10 17:00 Please select the following link to view this event: http://consult.eastdevon.gov.uk/portal/pref_app Chairman will send our comments on the LDF and on the Strategic Housing Land Availability Assessment to EDDC shortly.
EDDC Planning presentation – general topics, website & future proposals that are currently being trailed with Sidmouth Town Council will be discussed. All sessions will be held at the Knowle with a choice of dates/times as follows: Thursday 4th November 2010 14.00-16.00; Wednesday 10th November 2010 19.00-21.00 or Tuesday 16th November 2010 19.00-21.00. Three members will attend the meeting on 4th November.
EDDC Information Event - Tuesday 9th November 2010 2.30pm – 5pm for all local councillors and members of the public and 6pm till 8.30pm for clerks and councillors only. Chairman will attend the evening session on 9th November.
DCC Minerals Planning Authority - DCC is responsible for preparing a mineral planning document and is in the process of writing their Minerals Core Strategy which will provide a frame work for mineral working in Devon for the next 20 years. FOOTPATHS AND BRIDLEWAYS
Copy Email from Stuart Howell Public Rights Of Way DCC in reply to email from Cllr Paul Diviani – a site
meeting was to be arranged to decide how the reopening of Bridleway 12 will progress and ask the land
owners if they wish to proceed with moving Footpath 22, which would mean them paying towards a new foot
bridge.

COMMUNITY FACILITIES
Community policing report –PCSO Anning – two common assaults, one to carer at a childrens’ home, the other a domestic incident. One arson a childrens’ home, one drink driving (driver hit wall at Kart Club and was subsequently found at home and admitted incident), one farm burglary for various metal items (gate and tractor parts).
Playgrounds/Sports field/ Allotments – application for the sports field strimmer, cricket net, bins and barbeque facilities has been resubmitted to Making it Local.
Halls – no reports this time.
Emergency Plan – clerk to bring draft to next meeting.
