DUNKESWELL PARISH COUNCIL
Minutes for a meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm, Monday 20th September 2010.
Present: Cllrs Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman), Cllrs Mrs B Russell and Mrs V Keitch, Mssrs C Sumpter, B Procter, A Luscombe, County Councillor Mr Paul Diviani,
District Councillor Mr Bob Buxton, PC Vickery 4783, PCSO Anning 30012 and no members of the public.

All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).
Minutes of the previous meeting held in the Village Hall on Monday 16th August 2010 were signed as a correct record

10/1700/FUL 113 Tower Way – construction of two storey extension Comments: No objections
10/1595/COU Land at rear of Highfield Centre, Culme Way – construction if double garage with formation of parking spaces and change of use of land to residential amenity area. Comments: This application appears to compromise the parking areas allocated for application 10/1728/MFUL and does not show the existing access to the childrens’ playground but appears to block the gate where emergency access is necessary. On this basis the parish council feel they must object.
10/1728/MFUL Highfield Community Hall, Unit 6 Culme Way – construction of 10 dwellings. Comments: The parish council have no objections to the seven dwellings in a block, there were concerns that insufficient information has been given regarding the access on the two smaller plots given to 9&10, we feel strongly that the dwelling labelled 8 should be tied as a work live unit to the building currently used as the Sports and Social Club if the purpose is as a stewards dwelling, on this basis we would have no objection to the development.
10/1777/LBC Church Terrace - Construction of first floor extension, replacement of porch roof with thatch, installation of replacement door and replacement of window with french doors in south elevation and internal works/alterations Comments: no objections
10/1776/FUL Church Terrace – construction of first floor extension relocation of oil tank and construction of shed. Comments: no objections
10/1808/FUL Hooked Rise Farm – construction of covered yard. Comments: no objections
Parish Plan – 'The survey results were displayed but we were awaiting the analysis of the general comments. The plan committee will be writing the introductory part of the plan and Mr Sworder will be drafting the specific plan itself. A further meeting of the plan committee will be held on November 8th to discuss the whole report.
Conservation Area – response to be sent with due regard to outcome of plan questionnaire, in which 42% of respondents wanted to preserve 'historical airfield buildings', 44% the airfield, 48% the 'character and integrity of the old village'.
EDDC Planning presentation – general topics, website & future proposals that are currently being trailed with Sidmouth
Town Council will be discussed. All sessions will be held at the Knowle with a choice of dates/times as follows: Thursday
4th November 2010 14.00-16.00; Wednesday 10th November 2010 19.00-21.00 or Tuesday 16th November 2010 19.00

Dunkeswell is classed as a ‘hub settlement’, which expects us to require about 50 dwellings over the 20 years of the plan; it also mentions that we have expressed an interest in having a primary school in the village.
HIGHWAYS AND TRAFFIC
to receive issues to report –
DCC Letter asking the parish council to identify grit bins in the parish and suggest whether they think they should be moved or removed. Cllr Barrow to respond to their request.

DCC road Closure - Langford Road will be closed 18-19th October 2010
Tour of Britain – it was discussed that the race was marred by dangerous driving from the support cars and what seemed an excessive 30 police motorcycles (who were paid for by the race organisers) as well as a further 20 or so race officials on motorbikes. Cllr Diviani will point out to DCC Highways the unnecessary diversion of police resources.
FOOTPATHS AND BRIDLEWAYS
Report from Mr Barrow – Footpaths have all been strimmed.
ENVIRONMENT
Empty sand bags are available for pre-order from the District Council, please inform clerk if any are required.

COMMUNITY FACILITIES
Community policing report – PC Vickery there were five crimes, a mobile phone stolen from an insecure car, personal belongings from an insecure car, some scaffolding was stolen and there was a common assault by a juvenile to a care worker, also an incident of copper pipe being stolen. Cllr Sworder explained that following the information from the traffic monitor he had emailed Inspector Pryce and asked about a flashing sign. There has been two further monitoring events since and it is hoped that PCSO Anning can obtain the results again.
Playgrounds/Sports field/ Allotments – grant with making it Local – more information required.
Halls – no report this time
Emergency Plan –letter and information pack received from Environment Agency regards writing a flood plan for the village, DCC in partnership with the Met office are organising an extreme weather event on Tuesday 28th September 2010 9.30am – 4pm at the Met office, limited to 200 places- booking essential www.devon.gov.uk/extremeeventsconference or call 0845 155 1004 to book.
Best Kept Village – results received Dunkeswell was marked at over 90 out of a possible 100 points, one of the strongest comments was lack of signposting to the new playing field and BMX track.
Library – Claire Barnett has asked to meet with someone to discuss Saturday stop venue on Thursday 23rd September at 3.15pm- Cllr Keitch to meet her and find out about proposals and getting clarification that Wednesday stops will remain weekly and unaltered with the addition of a Saturday stop every two weeks.

Empowering Communities in Devon – Cllrs Barrow and Sworder attended this regional event which was thought to be useful and lead to a further larger event in due course.
Parish Elections May 2011 – democracy packs will be sent out from DALC in the new year, the parish council will start actively recruiting parishioners to stand in order that we achieve a contested election. Anyone interested in becoming a parish councillor is invited to contact the clerk and come along to meetings to get a feel for the role.
The owners of the Royal Oak have requested a private meeting with the parish council. It was agreed that this was inappropriate and that we would reply offering them to speak to the parish council
At any normal monthly meeting, where they would be given adequate chance to discuss any issues.
