Minutes for a meeting of Dunkeswell Parish Council held in the Village Hall at 7.30pm,
Monday 14th September 2009.
Present: Cllrs Mr G Sworder (Chairman), Mr J Barrow (Vice Chairman), Cllrs Mrs B Russell and Mrs V Keitch,
Mssrs M Stevens, C Sumpter, B Procter, A Luscombe, District Councillor Mr Bob Buxton, PC Vickery 4783
and no members of the public.

All councillors are politely reminded of their obligation to declare interests under the Code of Conduct.
In making decisions the Parish Council recognise their statutory duties provided for in Section 11A(2) of the National Parks and Access to the Countryside Act 1949 (National Parks) and Section 85 of the Countryside and Rights of Way Act 2000 (AONBs) that in exercising or performing any functions in relation to, or so as to affect, land, they shall have regard to their purposes (ie conserve and enhance their natural beauty, wildlife and cultural heritage and to promote opportunities for the understanding and enjoyment of their special qualities by the public).
1.1 Minutes of the previous meeting held in the Village Hall on Monday 17th August 2009 were signed as a correct record of that meeting. AGREED

- 09/1663/FUL Valley View – erection of agricultural building and extension to existing building Comments: No objections
- 09/1772/FUL land east of Collard Hill Blackborough – 15kw wind turbine (amendment to permission 09/0036/FUL for a 6kw turbine) Comments: No objections
- Tree Applications (for decision)
- 09/1761/TRE 12 Whitebeam Grove – reduce crown of one ash to 20ft and balance shape. Reduce crown of two ash trees to 25ft and balance shape. Fell one ash tree, reduce and thin one hazel. Decision: Approval
- Enforcement – copy letter to The Old Forge confirming details of replacement of unapproved windows will be required by March 2012.
- Parish Plan – meeting to be held on 9th November 2009 to discuss consultation plans concurrent with the planning meeting. Clerk to produce posters and flyers to advertise the evening where committee will be sought.
- EDDC Town & Parishes discussion group – Monday 14th September 200 6.30pm-8pm one representative was invited but due to the clash with our own meeting this wasn’t possible.
- EDDC Gambling Act – Statement of Licensing Principles – statutory consultation – comments by 26th October 2009.Passed to Village hall committee.
- EDDC Updated website for Planning Online – there will be three administrative procedures sessions at The
Knowle (Wednesday 30th September 10- 12, Monday 5th October 6-7.30pm, Monday 12th October 7-8.30pm)

- HIGHWAYS AND TRAFFIC
- to receive issues to report – pothole outside Hunters Cottage, request for brown airfield plane sign at Wolford Cross and sign rationalisation.
- Speeding - Discussions are still continuing between Paul Diviani, Stuart Hughes and County Highways. Angela Browning has been written to and Bob Buxton will be talking to the highways committee (HATOC)- all of these measures are to try and do something about the road hazards and speeding. A letter has gone from GNS to Supt Swarbrick in reply to his recent letter regarding Devon wide traffic calming.

- ENVIRONMENT
- Devon Rural Network - Rural Devon Profile 2009 (Devon Strategic Partnership) – document providing a
snapshot of life in Devon and a useful resource for statistics and information to help shape and inform policy. Four main sectors are; Life in Rural Devon, Devon’s Environment, Economic Health of Rural Devon, SWOT analysis and Key Themes. COMMUNITY FACILITIES Community policing report – PC Vickery/PCSO Anning – four crimes: a trailer was taken from Marcus Road, metal was taken from an insecure compound, there was one dwelling burglary where entry was gained via an insecure window and a safe was taken during the day, lastly entry was gained from a compound and a car was taken (keys were left in the ignition).Playgrounds/Sports field/ Allotments – exclusion from the rental clause is still awaited.Halls – no reports this timeEmergency Plan – is being worked on currently by Mr JonesProposed Bus Shelter Manleys Lane–
- Bus Service 683 – Honiton to Dunkeswell Airfield is to be ceased as it duplicates a route taken by the number 20 bus at the same time of day.
- Best Kept Village – Dunkeswell received a respectable mark of 86 in the recent competition and many compliments from the judges. The shop, Churches and bowling club were credited fro their tidy appearance and effort. The judge particularly liked the allotments and gave the following praise ‘ the allotment area is something for Dunkeswell to be truly proud of, not least for the industrious tenants, but for the organisation and community spirit it obviously generates’.

7.3 Power of Well-being training sessions – clerk to ask for forthcoming dates.
- EDDC Annual Meeting of Parish Councils – to be held at The Knowle, Sidmouth on 3rd November 2009 at 6.30pm for
7pm start. GNS, CS and JB to attend
7.5 Ward Meeting – there were no pressing issues to report, however all representatives were keen that both count
and district councillors should attend- next meeting is on April 12th 2010 at 7.30 at Dunkeswell.
- DAPC have a vacancy for their county committee – interested councillor can be nominated using the form held by
